Requirements
  • A Bachelor's degree in Emergency Management or a related field.
  • At least eight years of related experience.
  • Experience with emergency preparedness and continuity planning.
  • Experience briefing executive-level leadership.
  • Experience forming teams to complete complex and sensitive tasks on short timeframes.
  • Experience identifying and analyzing threat-related intelligence and incorporating it into NCI Continuity of Operations plans.
  • Experience identifying and clearly communicating physical security requirements related to Continuity of Operations planning.
  • Experience adapting to and navigating politically charged government environments.
  • Experience developing and delivering high-level briefings.
  • Experience developing and delivering comprehensive instructional programs.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Ability to independently research and analyze data for emergency planning efforts.
  • Ability to coordinate planning activities with local, state, federal, and National Institutes of Health stakeholders.
  • Ability to develop and maintain preparedness, prevention, mitigation, response, and recovery programs, policies, and procedures.
  • Ability to administer COOP software and maintain emergency-management systems and programs.
Responsibilities
  • Develop, implement, maintain, and periodically review security, emergency preparedness, and emergency response plans and related documentation for NCI facilities on and off the NIH Bethesda Campus.
  • Research and analyze data for Hazard Vulnerability Analyses, Threat and Hazard Identification and Risk Assessments, Facility Security Assessments, and other planning documents.
  • Coordinate planning activities with NCI leadership and local, state, federal, and NIH stakeholders.
  • Develop and maintain programs, policies, and procedures supporting preparedness, prevention, mitigation, response, and recovery for all hazards.
  • Develop and deliver education, outreach, training, drills, and exercises for emergency personnel and the broader NCI workforce.
  • Serve as Project Manager for the Geographic Asset and Inventory Tracking Program and the NCI Crisis Communications Program.
  • Maintain and support the Emergency Equipment Tracking System, Emergency Management Organization, and Emergency Management Facility.
  • Develop and maintain emergency-management website content.
  • Implement the NCI Fire Safety Training Program.
  • Facilitate meetings and briefings with varied audiences, including senior and executive institute leadership.
  • Act as system administrator for COOP software.
