Requirements
  • A bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration, or a related field as determined by the department head at the time of recruitment, and four years of related experience coordinating or implementing activities for public health programs, clinics, or community-based initiatives.
  • Alternatively, three years of experience with Pima County as a Public Health Program Coordinator or in another related management, supervisor, or coordinator-level job classification.
  • A valid driver's license is required at the time of application, and a valid Arizona driver's license is required at the time of appointment.
  • The applicant must pass a 39-month Department of Transportation motor vehicle record review and maintain the required license and certifications.
  • The successful candidate must complete pre-employment background checks, including verification of work history, education, and criminal conviction history.
  • The position requires a post-offer physical examination and/or drug screen.
  • The position requires post-offer proof of immunization or immunizations and/or a tuberculosis screening.
Responsibilities
  • Develop, implement, and manage public health programs and initiatives in alignment with department goals and public health priorities.
  • Oversee execution of program activities and grant deliverables, including outreach, education, and service delivery.
  • Ensure programs are carried out efficiently and effectively while adhering to timelines and budgets.
  • Monitor program progress and make adjustments as needed to achieve desired outcomes.
  • Collect, analyze, and interpret program data to assess impact and effectiveness.
  • Use data to inform program improvements, identify trends, and measure outcomes.
  • Prepare and present program reports to internal stakeholders and senior leadership.
  • Build and maintain relationships with community partners, local agencies, and stakeholders.
  • Develop and manage program budgets, including grant budgets, ensuring efficient resource allocations and expenditures.
  • Supervise and mentor program staff, providing guidance, support, and professional development opportunities.
  • Design, lead, and work with others to implement and facilitate strategies that strengthen workforce recruitment, retention, and workforce development initiatives.
  • Partner with leadership, human resources, and other programs and staff on organizational culture, people strategies, business improvement, and program administration initiatives.
  • Support leadership through partnership, consultation, coaching, and mentoring as requested.
Desired Qualifications
  • A master's degree from an accredited college, university, or technical school with a major in human resources, health administration, or a related field as determined by the department head at the time of recruitment.
  • A minimum of two years of experience developing and implementing recruitment strategies to meet current and future staffing needs across all levels and departments.
  • A minimum of two years of experience building and maintaining candidate pipelines through employer branding, job postings, and sourcing channels.
  • A minimum of two years of experience designing and implementing retention strategies such as recognition programs, professional development opportunities, and career pathing.
  • A minimum of two years of experience tracking and reporting on recruitment and retention key performance indicators, including time-to-fill, cost-per-hire, and turnover rate.
