Primary Working Hours: M-F; 8:00am – 5:00pm.
FLSA Status: Exempt
Location: Oklahoma City, OK
Supervisory: No
Travel: Must be able to travel to local areas for monitoring reviews and attend meetings/conferences in and out of the state.

Position Essential Functions
Conduct onsite financial, program and system reviews of local areas, grantees (fiscal agents), subrecipients and/or sub-contractors to ensure that all programs are administered according to WIOA, federal regulations and state law & policies.
Act as the point-of-contact for local areas.
Research applicable federal and state laws, policies, and procedures to refine monitoring issues into findings requiring an extensive range of auditing capabilities.
Assists in writing monitoring reports, initial and final determinations and preparing extensive documentation for determination committees, informal resolution conferences and appeal hearings.
Provide technical assistance to sub-recipients (fiscal agents), boards, board staffs and contracted service providers on the federal regulations and state statutes for the WIOA programs.
Collaborate with stakeholders both internally and externally on new policies and/or changes to existing policies governing state implementation and administration of federal grant-funded workforce-related programs.
Assist with conducting, in collaboration with the program and policy division, meetings and trainings/workshops focused on monitoring responsibilities for staff and the local areas.

Valued Knowledge, Skills, Competencies and Abilities
Knowledge of methods of organization and management, public administration, agency policies and procedures, grant management and/or contract program requirements, the legislative process, basic research and statistical techniques, governmental accounting, federal and state laws and regulations relating to administration of assigned programs.
Skill and Competencies include excellent verbal and written communication skills expressing ideas clearly and concisely.
Ability to establish and maintain effective working relationships with others, exercise good judgment in analyzing situations and making decisions, organize and present facts and opinions, maintain knowledge of Workforce Innovation and Opportunity Act (WIOA) Titles I-IV, and their successor programs and related federal, state, and local policies and regulations.
Physical Demands/Work Environment
Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of office machinery in accordance with safety and security protocols.
Minimum Qualifications
Education and Experience requirements at this level consist of a bachelor’s degree and two years of professional experience, or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
Special Skills/Requirements/Preferences
Computer Skills – Employee must be capable of proficiently using OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
Employee must be capable of lifting, carrying and moving objects of up to 25 pounds.
Ability to travel without restrictions to locations with the local workforce areas, and other relevant and necessary state, regional and national meetings.
