Requirements
  • A minimum of 10 years of relevant experience in contract administration and inspections on industrial buildings.
  • In-depth knowledge of Ontario Provincial Standards Drawings and Ontario Provincial Standard Specifications standards and construction staging.
  • Good understanding of the Occupational Health and Safety Act, the Construction Act, OPSS MUNI 100 General Conditions, and Ontario Regulation 406/19 excess soil management.
  • Proficiency in the Builterra platform, including Dailies, Progress Payment, and Tendering.
  • Recognition as eligible or active under MTO RAQS is an asset.
Responsibilities
  • Perform contract administration duties throughout all phases of construction and rehabilitation while ensuring adherence to contract specifications.
  • Act as the owner's representative during construction with assistance from design engineers and field inspectors.
  • Prepare monthly progress payment certificates and issue change orders.
  • Review contractor submissions, including traffic control plans under OTM Book 7, shop drawings, schedules, paving and concrete pour plans, and watermain commissioning plans.
  • Coordinate with the material testing firm to ensure mix designs and specified materials are approved before construction.
  • Attend pre-construction, pre-pave, and pre-concrete pour meetings.
  • Review and respond to contractor requests for information.
  • Manage changes on fast-moving projects and achieve timely resolution where necessary.
  • Issue Certificates of Substantial Performance under the Construction Act.
  • Develop contractual responses in a timely manner to position the owner as a proactive leader.
  • Attend site visits to support site inspections.
  • Conduct surveillance and quality audits of contractors and subcontractors to verify compliance with project specifications, quality standards, and contractual requirements.
  • Monitor and assess health, safety, and environmental practices to ensure regulatory compliance, risk mitigation, and continuous improvement in field operations.
  • Train junior staff in inspections and contract administration.
Desired Qualifications
  • Design experience is a strong asset.
  • Professional Engineer or Certified Engineering Technologist designation.
  • English and French communication, documentation, and coordination skills.
