Requirements
  • Ten (10) years of software engineering experience in public sector or education environment.
  • Seven (7) years of supervisory, managerial, and/or program leadership experience.
  • Demonstrated vendor management experience for multimillion-dollar contracts.
  • Experience with 2+ programming languages from the TIOBE top 20 (https://www.tiobe.com/tiobe-index/).
  • Experience with APIs / microservices / Service-Oriented Architecture (SOA).
  • Effective organizational, analytical, confidentiality, multi-tasking and time management skills.
  • Executive level communication skills.
Responsibilities
  • Lead the strategic planning and execution of the design, build, operation, and maintenance of the software, data, and infrastructure for the digital elements of the MBTA’s Fare Revenue department.
  • Set the strategic and project roadmap for the software, data pipelines, infrastructure development of the Fares Technology Program.
  • Work with key institutional partners to unlock new opportunities for mass transit growth.
  • Develop and implement a long-range vision for MBTA fare programs to expand ridership and support for mass transit within the Greater Boston Area.
  • Establish expertise and lead the MBTA’s fare programs through the multi-year deployment of MBTA’s multiple automated fare collection systems.
  • Develop and lead the implementation of key fare technology systems through program roadmaps including scope, goals, budget, timeline, and deliverables.
  • Prioritize critical path tasks and eliminate potential blockers in all project phases and develop solutions within project constraints to minimize disruptions.
  • Execute on projects, procurements, and vendor management as necessary.
  • Present technical updates to internal and external stakeholders on the impact to customer experience, fare revenue and sustainable ridership.
  • Leverage qualitative and quantitative research to inform MBTA fare policies, refine customer communications, outreach, marketing, and drive operational improvements to improve fare experience and collections.
  • Direct the research of functional partners into customer pain points and strategic opportunities to guide technical improvements and new product offerings; ensure adherence to program standards, such as the user experience and development strategy.
  • Ensure clear and consistent documentation of strategic plans, program operations, and vendor responsibilities that support the MBTA’s fare programs.
  • Collaborate with leadership and teams across technology innovation and fare revenue departments to align on program efficiencies, project design and implementation, and engineering standards.
  • Define the strategy for the implementation of key technology systems that build internal capacity to modernize data assets and infrastructure, expand fare programs, and hold fare collection vendors accountable.
  • Ensure fare program strategy includes modernization of infrastructure, data asset identification, compliant management and governance process, with a focus on business continuity for the MBTA and riders.
  • Create the scaffolding of agile engineering discipline, including testing, code reviews, and documentation to facilitate delivery, for Fares Technology programs.
  • Coache staff in the agency’s vision of fares technology data and software engineering and resolve questions about the engineering discipline.
  • Lead development of data architecture and infrastructure in coordination with Engineering, IT and Fare Revenue teams.
  • Leverage data to make fare policy recommendations, craft fare program strategy, to analyze vendor and channel performance and ensure vendor compliance.
  • Manage the implementation of automated reporting systems and dashboards that streamline fraud detection and vendor compliance workflows, reducing investigation time while improving accuracy of identification.
  • Be a committed, vocal, collaborative member of TID Leads and push for TID to do better in any/all dimensions of its work.
  • As a member of TID’s leadership team, this role is responsible for leading, practicing and upholding TID’s working agreements, which are essential to the department’s success.
  • Perform all other duties and projects that may be assigned.
Desired Qualifications
  • Public sector or civic technology team leadership experience.
  • Experience developing code as part of an open-source project.
  • Experience with Infrastructure-as-Code (IaC).
