Requirements
  • 7+ Years directly related experience with M/WBE, Affirmative Action and community economic development programming.
  • Bachelor’s degree or equivalent experience in Public or Business Administration, Public Affairs and Policy, Economics, Finance, Statistics, Management Information Systems, the Social Sciences, Real Estate or a related field. Master’s degree in a related field preferred.
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Advanced Excel, Power BI, SPSS, SAS etc.).
  • Commitment and passion for business recovery and equitable economic development.
  • Demonstrated verbal and written communication skills.
  • Proven ability to interact and communicate key concepts with individuals across the organization and across the ladder of leadership.
  • Enterprising, resourceful, adaptable, and flexible with a results-oriented approach towards work.

  • Ability to travel as needed (across the five boroughs of New York City).

Responsibilities
  • Manages EDC’s MWBE Compliance Database, reporting functions and analysis.
  • Oversees projects with M/WBE goals and develops metrics to communicate progress with President’s Office and Senior Staff.
  • Designs and produces quarterly reports that provide an outlook and analysis of awards and payments made to MWBEs over the fiscal year.
  • Analyzes trends in compliance to align strategy for the increased engagement of M/W/DBEs on professional services and construction contracts.
  • Works with leadership to develop guidelines of MWBE practices and oversees the implementation of these standards of practice across EDC.
  • Collaborates with MWBE Department leadership to develop and improve internal policies that minimize barriers for M/W/DBEs on EDC projects based on data analysis.
  • Lead the team in creating strategies and executing upon negotiations and contracting on a variety of agreement types including Operating Agreements, Leases, in partnership with the EDC Legal team, City Law and outside counsel where appropriate.
  • Evaluates and executes MWBE goals and outreach plans to engage MWBEs for contracting on signature construction projects, real estate transactions, strategic investments, urban planning and strategic planning projects
  • Obtain and analyze required reporting documents to verify client compliance with various project requirements to increase MWBE participation on goals.
  • Manage the cadence of duties, including consistent communications with primes, monthly portfolio meetings to reconcile MWBE performance, review project pipelines, evaluate good faith efforts, investigate issues, advise on any ongoing litigations and other project management tasks.
  • Work collaboratively interdepartmentally to successfully execute initiatives and implement MWBE engagement strategies on projects in portfolio.
  • Serves as a liaison between MWBE leadership, internal and external stakeholders.
  • Participates in monthly meetings with Mayor’s Office of M/WBE to discuss M/WBE achievements.
  • Develops requested MWBE reports with city agencies as well as City Hall; interact directly with the Deputy Mayor, City Hall staff, and Office of MWBE.
  • Develops the collection, data verification, and compilation of the statutorily required disclosure reports to local, state, and federal oversight authorities.
  • Uses policy analysis to interpret city/state/federal policies and how they will impact EDC’s portfolio.
  • Develops legislative agenda and coordinates with NYC agencies to advocate on behalf of M/W/DBEs at City and State level.
  • Provides oversight and direction to employees in the operating unit in accordance with the organization's policies and procedures.
  • Trains, manages and oversees junior staff to execute M/WBE goal strategy, communications (including presentations), project management, and negotiations.
  • Coaches, mentors, and develops staff, including overseeing new employee onboarding and providing career development planning and opportunities.
  • Leads employees using a performance management and development process that provides an overall context and framework to encourage employee contribution including goal setting, feedback, and performance development planning.
  • Other duties as assigned.
