What you will do!
Collaborate with internal and external customers to create a supportive workplace.
Strategize with agency leaders and employees to identify needs in the agency including but not limited to HR policy, procedure and planning.
Foster and promote the importance of a diverse, engaged workforce.
Engage with other Employee Services staff and act as a mentor and lead for junior-level staff.
Coach employees and managers on complaints and grievances and create resolution plans.
Investigate employee complaints and concerns as they arise. Conduct fact-finding meetings, collect documentation, and produce investigation reports with recommendations to leadership.
Provide your guidance and expertise to employees and other HR analysts on topics including FMLA/OFLA, workers’ compensation, Americans with Disabilities Act (ADA), classification and compensation, recruitment, training, succession planning, performance evaluations, and so much more!

The ideal candidate will possess the following skills:
HR Investigations. Experience conducting HR investigations including conducting investigatory meetings, collecting documentation, writing investigation reports, and making recommendations to leadership.
State of Oregon HR Experience. Strong experience in HR generalist areas including; FMLA, ADA, payroll, workers compensation, recruitment, classification analysis, policy development, training, and strategic planning.
Coaching. Ability to coach employees and management through complex, difficult, and sometimes emotional issues.
Customer Service & Communication Skills. Exceptional internal and external customer service skills, with a passion for working with people and an employee service mentality. Excellent written and oral communication skills and the ability to maneuver difficult and sensitive conversations with individuals and groups.
Initiative. Take responsibility for deciding where the work needs are and coordinates daily schedule. The ideal candidate looks for opportunities to streamline current work processes and develop new procedures for efficient workflow. Ability to work independently and be self-motivated.
Teamwork. Ability to be part of a cross-functional team, be supportive to colleagues, and to build trust and rapport with people from all backgrounds and experience levels. Ability to lead and mentor other HR analysts.
Confidentiality. Exceptional ability and experience maintaining confidentiality to the highest degree.
What you need to qualify…
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR
Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

The Employee Services Section (ESS) and Human Resources (HR) team provide essential support to agency staff through a wide range of services. ESS manages safety, training, payroll, facilities, supplies, and more, while fostering agility, accountability, collaboration, respect, innovation, and diversity in the workplace. The HR team ensures compliance with labor laws, oversees recruitment, employee relations, grievance resolution, and return-to-work programs, and implements performance management, training, and affirmative action initiatives. Together, these teams promote a positive and productive work environment by supporting employee well-being, professional growth, and ethical practices that enhance motivation, commitment, and organizational success.

This position is a permanent, full-time, exempt position and a member of the State's Management Team and is not represented by a union.
PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
