Requirements
  • A bachelor's degree in English, Public Relations, Creative Writing, Journalism, Professional and Technical Writing, or a related field is required.
  • A minimum of five years of proposal writing experience is required.
  • Comprehensive knowledge and experience working in Excel, Word, PowerPoint, Snagit, Proposal Tech, Adobe Pro, Responsive, and Visio are required.
  • Experience with artificial intelligence and prompting is required.
  • Strong analytical, decision-making, organizational, planning, verbal, and written communication skills are required.
  • Ability to establish and maintain effective internal and external working relationships with tact and resourcefulness is required.
  • Strong organization and attention to detail and consistency are required.
Responsibilities
  • Own project responses end to end, ensuring proposals are accurate, compliant, strategically positioned, and submitted on time.
  • Review and approve proposal content before market submission, ensuring quality, consistency, and adherence to Blue Cross template standards.
  • Oversee proposal template governance by establishing and enforcing standardized processes, templates, review checkpoints, and quality controls.
  • Identify and mitigate risks related to compliance, accuracy, and submission readiness, escalating high-risk or non-standard items as appropriate.
  • Manage workload strategy and prioritization across the proposal team, assigning and reassigning work to balance capacity, meet deadlines, and support high-value or time-sensitive opportunities.
  • Maintain visibility into pipeline volume and complexity to ensure sustainable execution.
  • Lead and develop a team of Proposal Writers by providing direction, coaching, and performance oversight for deliverables, quality standards, and deadlines.
  • Address performance issues and support skill development aligned with business needs.
  • Serve as a subject matter expert on complex, jumbo, or high-profile projects where strategic positioning is critical.
  • Partner cross-functionally with Sales, Legal, Compliance, and subject matter experts to resolve issues, align messaging, and ensure proposal content meets requirements.
  • Provide overall direction, coordination, and evaluation of the unit.
  • Interview, hire, and train employees; plan, assign, and direct work; appraise performance; reward and discipline employees; and address complaints and resolve problems.

Michigan health insurers seek 14.2% rate hikes for individual policies in 2027

Michigan health insurers are seeking approval for substantial premium increases in 2027. According to the Michigan Department of Insurance and Financial Services, plans covering nearly 800,000 residents propose an average 14.2% rise for individual policies, including those sold on Healthcare.gov. Small group policies would see a 9.6% average increase. Blue Cross Blue Shield of Michigan, the state's largest insurer, is requesting increases of 12.9% for individual market plans and 7% for small group plans. The company attributes the hikes to rising medical and pharmacy costs, which are expected to increase by 10% in 2027. Similar rate increases are being proposed nationwide, with insurers in 16 states seeking a median 14% premium rise for individual Healthcare.gov plans.

PIA Update for Members with BCBSM Insurance. Thursday, May 7, 2026 As has been widely reported, Michigan Medicine and Blue Cross Blue Shield of Michigan are negotiating their contract that expires at the end of June. Without resolution, effective July 1, 2026, Michigan Medicine's southeast Michigan facilities and physicians will no longer accept commercial BCBS or BCN health insurance and therefore no longer be in-network providers. BCBS/BCN is currently mailing continuity of care and care transition letters to its patients. * Medicare: Physicians or subscribers with Medicare supplemental and advantage policies will not be impacted by the change * Individual Health: Members who have individual policies with BCBSM/BCN will continue to have the option to switch to another carrier during their 2027 open enrollment. Open enrollment is November 2026, for January 1, 2027, effective date. In the meantime, those insured can utilize their out-of-network benefits within their current BCBSM policy, or transfer care to a new physician or facility that remains in-network. With these extenuating circumstances, some insurance carriers are allowing open enrollment mid-cycle. * Group Health: Employers who currently have BCBSM/BCN group plans can change health insurance carriers at any time. PIA can provide proposals for Health Alliance Plan, Priority Health and UnitedHealthcare. Allow 30-45 days to review proposals and complete underwriting paperwork for July 1, 2026, effective date. BCBSM has developed an Employer Toolkit as a resource to help all its group customers and their employees understand what it means if Michigan Medicine leaves their network. The toolkit provides background on the contract negotiations, continuity of care, and additional services. BCBS of Michigan to move 130 employees downtown, closing Cascade office. Published April 22, 2026 at 6:46 AM EDT Blue Cross Blue Shield of Michigan is announcing the closure of one of its West Michigan service centers as it moves those employees to its downtown Grand Rapids headquarters. "As part of our ongoing commitment to fostering vibrant, economic centers, Blue Cross Blue Shield of Michigan will be relocating approximately 130 employees from our suburban Cascade Road office to our downtown Steketee's location." President of West Michigan and Upper Peninsula Blue Cross Blue Shield Joe Hune says BCBS' Cascade service center is an underutilized facility. The move will make their occupancy at the Steketee building at capacity with just over 400 workers. "So, we've certainly been on a very, very strong transformation process, and that's looking at our operations and trying to bring greater efficiency to our overall enterprise. That also includes real estate." Grand Rapids Mayor David LaGrand says he appreciates BCBS' continued investment and worker retention in the city. "I say all the time we need more housing downtown, but we only need more housing downtown if we have more jobs downtown, because that's the synergy, that's the magic, I think, of downtown neighborhoods of the future." BCBS has called the Steketee building home since 2004. Renovations begin in May, with employees moving in September. The Cascade service center will be put on the market in 2027.
