Job Description:
The Oregon State Police in Salem, Oregon is hiring for one (1) full-time, permanent Information Systems Specialist 7 position.

The salary listed is the non-PERS (Public Employee Retirement System) qualifying salary range. Prior to applying you should ensure all sections of your Workday Job History page is accurate and complete. This information is utilized during the pay equity analysis phase.
Summary of Job Duties:
You will provide expertise and leadership to analyze, plan, develop, integrate, implement and coordinate the operations, maintenance, installation and construction of information systems in direct support of the Firearms Instant Check Unit and the CJIS Division. You will work in coordination with and as part of the OSP IT Division to ensure all work products and standards align with department expectations.
Specific Program areas directly supported by this position:
FICS – 70% : You will identify information technology solutions, update, modify and implement enhancements to FICS web application, develop tools for program stats, oversee functions and maintenance of Prohibited Persons File exchange, and act as technology counterpart to CJIS Division programs in support of the FICS unit.
CJIS General Operations – 30% : (includes CCH, ABIS/REG, SOR, LEDS Programs ) You will identify information technology solutions to enhance CJIS operations within all disciplines, including: Livescan, ABIS/REG, CCH, SOR, LEDS programs, administrative reports, website enhancements. You will act as the technology liaison to OSP IT Division.
Minimum Qualifications/Eligibility Requirements: (Include in resume)
Six (6) years of information systems experience in:
C# .NET web application development and SQL administration;
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience in:
C# .NET web application development and SQL administration;
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience in:
C# .NET web application development and SQL administration;
OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Preferred Skills: (Include in cover letter)
1. Technical Proficiency in Software Development, Database Management, and Reporting Tools
- Expertise in developing and maintaining .NET software applications, managing databases (e.g., SQL, MongoDB), and utilizing reporting tools (e.g., Tableau, SSRS, PowerBI).
- Includes skills in web application development and system integration to support and enhance mission-critical systems.
2. Strong Analytical and Problem-Solving Skills
- Ability to assess business needs, model processes, and design innovative solutions to improve system performance and data integrity.
- Proficiency in diagnosing and resolving complex technical issues to ensure system reliability and efficiency.
3. Effective Communication and Collaboration Skills
- Strong ability to communicate technical concepts to diverse stakeholders, including users and vendors, both verbally and in writing.
- Competence in collaborating with teams, resolving conflicts, and supporting coordination across multiple groups.
4. Project Management and Execution Skills
- Capability to plan, prioritize, and execute multiple projects with competing deadlines, ensuring timely and high-quality delivery.
- Experience managing tasks such as software installations and change control within scope and budget.
5. Attention to Detail and Compliance Orientation
- Meticulous focus on maintaining data integrity, system security, and compliance with applicable laws, regulations, and policies.
- Ensures adherence to legal and regulatory standards critical to the role’s responsibilities.
