Requirements
  • A bachelor's degree in engineering, specifically Aerospace, Mechanical, Electrical, or a related field.
  • Ten years of progressively responsible professional technical experience, including eight years of specialized experience in the hands-on development and rigorous evaluation and testing of major weapons systems.
  • Six years of demonstrated Program Management experience over efforts of comparable size and complexity, including managing complex projects and diverse teams.
  • Demonstrated leadership, communication, and interpersonal skills, with the ability to effectively manage diverse teams and build strong relationships with clients and stakeholders.
  • Demonstrated ability to collaborate effectively in a Test and Evaluation environment with engineers, testers, and Government personnel.
  • Proven Program Management expertise using industry-standard methodologies such as PMI and Agile.
  • Extensive knowledge of weapons systems development, evaluation, and testing processes from concept to deployment.
  • Expertise in life cycle planning and cost analysis, including developing and managing budgets, forecasting costs, and optimizing resource allocation.
  • A successful history in recruiting, staffing, and training a diverse workforce, including multidisciplinary career fields and Subject Matter Experts.
  • Experience directing and establishing policy for safety, quality, and environmental compliance in accordance with local, state, and federal laws and regulations.
  • Excellent verbal and written communication skills in communications with employees, Government customers, and local and state officials.
  • Experience maintaining highly technical capabilities of a large workforce.
  • Highly developed analytical, critical thinking, and problem-solving skills.
  • Skill in delegating responsibilities to managers.
  • Skills and knowledge of Microsoft Office products and SharePoint.
  • A commitment to maintaining a positive, collaborative work environment while optimizing individual performance and contribution.
  • A DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance.
  • U.S. citizenship is required.
  • Successful completion of a pre-employment drug screening and acceptable reference and background check results.
Responsibilities
  • Serve as the primary company point of contact on the PRTR contract.
  • Manage program activities, including ultimate responsibility for operations, personnel, budgetary, and contract administration functions.
  • Establish performance standards for contract managers and leaders.
  • Establish minimum acceptable qualifications for engineering professionals and Subject Matter Experts.
  • Prepare administrative and technical reports relative to contract requirements in sufficient detail to ensure contractual compliance.
  • Provide strategic oversight of major system development and instrumentation modernization efforts.
  • Serve as the primary point of contact for internal and external audit agencies.
  • Serve as the primary point of contact for resolution of non-routine personnel issues.
  • Manage relationships with vendors and subcontract teaming partners.
  • Serve as a senior manager with local and state organizations such as economic development and academic councils.
  • Provide leadership and support for the organization's ongoing operations and procedures.
  • Provide options and enhancements to the Chief Executive Officer to maintain business efficiency.
  • Secure business functionality to drive sustainable growth.
  • Maintain in-depth relationships with all members of the management team.
  • Support the corporate quality management system, including owning a process, writing documentation, participating in quality meetings, and supporting adherence to and improvement of the system.
  • Direct and provide leadership to contractor and subcontractor teams working with local, state, or federal government programs in accordance with procedures, laws, and government requirements.
  • Implement government programs through a risk and oversight approach for all phases of program activities; identify risks and problems, propose solutions, and provide timely and accurate contract deliverables.
  • Develop and interpret programs, policies, and procedures in specific program areas, and provide leadership, coordination, and authoritative advice to top officials in developing cooperative relationships and executing comprehensive programs that meet local, state, and federal goals and objectives.
  • Lead a group of employees in carrying out a government program, administering program requirements and activities, and assuring compliance with laws and regulations.
  • Ensure effective management of assigned program areas.
  • Facilitate successful outcomes and continuous improvement of ISO management systems.
  • Ensure management systems are used to execute defined processes and are not circumvented.
  • Participate in identifying risks and opportunities, documenting processes, audits, corrective actions, lessons learned, and customer feedback analysis.
  • Champion and communicate support for company improvement efforts.
  • Directly participate in improvement activities.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience with Navy and/or Marine Corps weapons systems and acquisition processes.
  • Prior experience managing test and evaluation programs.
  • Prior experience managing contracts involving multiple subcontractors and complex technical requirements.
  • Deep understanding of Quality Assurance principles and practical experience implementing ISO 9000 standards.
