Requirements
  • Knowledge of and skill in applying management and organization method, theories and concepts of operating, capital, and revenue budgeting and performance management.
  • Knowledge of laws, regulations and procedures, governing budgeting processes, receipt, custody and expenditures of monies.
  • Skill in analyzing budgetary or financial, management or operational and program performance data and preparing management reports.
  • Skill in verbal and written communication.
  • Ability to establish and maintain effective working relationships.
  • Skill in coordinating activities of professional, technical, and clerical staff.
  • Skill in developing long range fiscal and management plans and evaluating work accomplishments.
  • Willingness to assume responsibility for work performed and decisions made.

Responsibilities
  • Managing administrative functions and assisting in the overall management and coordination of activities of the work unit.
  • Leadership and oversight of various programs and processes within the Office of Management and Budget such as performance management processes, operating budget processes, revenue budget processes and/or capital budget processes.
  • Representing the director on various boards, committees, and in meetings.
  • Analyzing and implementing various departmental productivity improvement measures.
  • Researching, preparing and presenting reports for the City Council.
  • Determining long-range organization, fiscal and community impact of proposed budgetary changes and decisions.
  • Supporting the City’s debt management program.
  • Providing the director with an objective analysis of current legislation impacting departmental activities and/or the City organization.
  • Regular contact with department or division heads to explain and interpret budgetary, performance and management policies and procedures; and to provide technical assistance pertaining to budget preparation, organization and/or modification.
Desired Qualifications
  • Experience leading finance professionals.
  • Experience in leading operating budget development, performance measurement, capital planning, energy management or revenue forecasting programs. Experienced in more than one program is desirable.
  • Advanced analytical skills using tabular and other software systems.
  • Advanced communication skills, to include experience writing technical reports with wide distribution and presenting to audiences of executive or elected leaders.
  • Advanced skills in query and report writing from an Enterprise Resource Planning (ERP) system, with Oracle experience preferably.
