Requirements
  • At least 15 years of relevant industry experience beyond a doctoral degree.
  • Advanced degree in medicine (e.g., Doctor of Medicine) or pharmacy (e.g., Doctor of Pharmacy) or a related field.
  • Proficiency in managing clinical studies and programs related to medical countermeasures.
  • Expertise in overseeing contract research organizations conducting clinical trials in compliance with Good Clinical Practice, Good Laboratory Practice, and regulatory requirements.
  • In-depth knowledge of therapeutic areas including infectious diseases, thermal and chemical burns, radiation/nuclear injury, pulmonary medicine, pediatrics, hematology/oncology.
  • Strong analytical skills for monitoring and assessing contractor and vendor performance.
  • Comprehensive understanding of Good Clinical Practice and Good Laboratory Practice.
  • Ability to oversee regulatory compliance in clinical studies.
  • Capability to provide expertise in therapeutic areas relevant to BARDA's mission.
  • Experience with BARDA-relevant programs and their unique challenges is highly desirable
Responsibilities
  • Support BARDA Program Office as a subject matter expert in the fields of chemical threats, radiological/nuclear threats, burn and blast injuries, or biological threats (including viral and bacterial threats), influenza and emerging infectious diseases division, and the research, development, manufacture, and regulatory approval/licensure/clearance of medical countermeasures including diagnostics and other medical devices/infrastructure vaccines and other preventives and therapeutics.
  • Provide guidance and recommendations on key issues related to the areas identified above.
  • Serve as advisor on Technical Evaluation Panels to include white papers/market research abstracts, technical proposals, and budget proposals.
  • Participate as subject matter experts on Program Coordination Teams.
  • Provide expert assessments, recommendations, and guidance as well as educational material to Program Coordination Teams and Contracting Officer Representatives as needed.
  • Provide subject matter expertise and advisory support to federal staff for development of cost estimates for notional programs/proposed work.
  • Review and comment on study protocols, study reports, regulatory documents, presentations, proposals, and related documents.
  • Develop work products including expert summary reports, expert opinion assessments, analysis reports, manuscript contributions, and review and technical assessments on BARDA-related documents.
  • Advise federal staff on the appropriateness and probability of success of contractor proposed statements of work and suggest improvements.
  • Distill complex information into informative summaries with risk/benefit analyses and balanced recommendations.
  • Participate in strategic discussions with U.S. government partners to build new program areas aligned with BARDA's mission.
  • Provide recommendations for project development level portfolio management and oversight; participate in market research efforts.
  • Provide clinical development subject matter expertise support to BARDA’s Medical Countermeasures Programs
Desired Qualifications
  • Experience with BARDA-relevant programs and their unique challenges is highly desirable
  • Possession of security clearance or eligibility may be advantageous in federal engagements
  • Experience leading strategic clinical programs and overseeing multiple high-impact projects for BARDA or similar agencies
