ICF is actively recruiting for a Business Development Manager to join our team. As a Business Development Manager for ICF’s Workforce and Workforce Modernizations Solutions team, you will play a crucial role in achieving pipeline growth, sales targets, and overall business development efficiency. Your responsibilities will span individual sales contributions, pipeline development and qualification, in addition to cross-organizational collaboration within our existing Business Development Team. This position is remote and will require regular travel to meet with clients throughout the Washington, DC metro area.
Key Functions:
- Conduct market research and identify opportunities to expand our pipeline.
- Cultivate customer relationships within the federal government space, including entities such as Treasury (including IRS), FDIC, VA, DOT, DHS, DOD, USPS, HUD, DOJ, and FAA.
- Develop and implement both short-term and long-term business strategies to drive revenue growth.
- Foster sustained customer relationships aligned with market expansion goals.
- Establish internal relationships to facilitate growth initiatives.
- Collaborate with other enterprise business development resources to execute growth strategies effectively.
- Cultivate strategic partnerships with industry leaders, driving innovation and creating new business opportunities.
- Attend industry-specific events and networking opportunities to build partner relationships, identify leads, and gather market intelligence.
- Collaborate with core service offering leads to create marketing collateral, pitch materials, and capability briefings for key accounts and specific clients.
- Manage business development activities, including proposal writing, partnership networking, pipeline tracking, and capability development.
- Structure and respond to requests for information.
- Contribute to the development of white papers that shape new opportunities.
Basic Qualifications:
- Bachelor’s Degree required.
- 5 years of business development experience in the Federal Government market.
- 5 years of experience shaping requirements and building acquisition strategies for opportunities exceeding $25M.
- Proficiency in MS Office Applications and CRM tools (Word, PowerPoint, Outlook, Excel, Teams, SalesForce, HubSpot, Microsoft Dynamics, etc.).
Preferred Skills / Qualifications:
- Business development skills, enabling seamless collaboration across diverse organizations.
- Demonstrated ability to cross-sell capabilities and solutions into adjacent markets.
- Skills in client call planning, account development, and strategy shaping within a collaborative market team environment.
- Proficiency with sourcing tools such as GovWin, Bloomberg, and Fed Scoop, with an ability to quickly adapt to other toolsets.
- Expertise in identifying program growth opportunities and proactively proposing enhancements.
- Strong presentation and communication skills, including white paper authoring and responses to RFIs.
- Lead business intelligence efforts, analyze market trends, and manage consortium/teaming projects simultaneously.
- Track record of effectively presenting complex ideas to executive audiences, articulating customer positions, status, and strategies with clarity and decisiveness.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$105,353.00 - $179,101.00Virginia Remote Office (VA99)
