- Participate in initiatives in multiple areas of the organization – and support initiatives of various sizes, types and complexities
- Plan, develop, tests and document computer programs applying knowledge of programming techniques and computer systems
- Evaluate user request for new or modified program
- Review, analyze, and evaluate business systems and user needs
- Formulate systems to parallel overall business strategies
- Lead analysis and solution definition
- Understand the business issues and data challenges of the organization
- Identify organization’s strengths and weaknesses and suggests areas of improvement
- Review and edits requirements, specifications, business processes and recommendations related to proposed solution
- Develop functional and non-functional specifications, uses cases and system design specifications for systems
- Conducts effective joint applications development and brainstorming sessions
- Interviews and surveys subject matter experts and stakeholders to gather requirements
- Understand the agile development and the universal modeling language
- Senior Business Analyst with specific government application experience is highly desired
