Requirements
  • Provide at least 8 years of pre- and post-award contract support to the Federal Government, including at least 3 years of experience in construction or facilities-type contracts, or an equivalent combination of relevant experience.
  • Have experience with Federal Acquisition Regulation Part 36, Construction and Architect-Engineer Contracts.
  • Have a bachelor's degree or 12 years of equivalent experience in federal contracting specifically in the construction and architect-engineering contracting discipline.
  • Maintain an active Top Secret clearance.
Responsibilities
  • Support Federal clients with pre- and post-award procurements and acquisitions.
  • Assist with developing acquisition packages and documents, including Requests for Proposals, Statements of Work or Performance Work Statements, Independent Government Cost Estimates, Justifications and Approvals, and market research; review these documents for quality, clarity, and adherence to applicable regulations and recommend revisions.
  • Provide advice and recommendations for acquisition plans, including approaches, options, strategies, risks, contracting methods, competition sources, cost estimates, and milestone schedules.
  • Research available suppliers and compare the services and costs of obtaining support from different providers.
  • Determine the applicability of the Economy Act.
  • Independently develop written acquisition plans.
  • Prepare Economy Act and related documentation for review and signature by the Government Contracting Officer.
  • Provide guidance to contracting staff on conducting market research to identify potential sources and contract vehicles.
  • Prepare written market research documentation.
  • Support program offices in documenting small-business capability analysis.
  • Prepare Source Selection Plans.
  • Prepare Requests for Quotes, Requests for Proposals, and combined synopsis and solicitations that include appropriate terms and conditions.
  • Work with evaluators and Contracting Officers to identify pre-negotiation objectives and assist the Contracting Officer with discussions with offerors.
  • Prepare final contract award documents for signature by the Contracting Officer and Contracting Officer's Representative.
  • Develop and train other contracting specialists in pre-award contracting functions using primarily fixed-price, as well as cost-reimbursement or combined contract methods and types, for large and highly complex construction projects, programs, or services.
  • Review pre-solicitation procurement documents to evaluate contract types, terms, and execution risks in collaboration with technical teams.
  • Develop and approve Government cost estimates for construction and maintenance projects, including new buildings, roads, docks, and security infrastructure.
  • Manage procurement processes for construction and maintenance projects using standard designs and specifications.
  • Negotiate contract modifications and change orders addressing drawing omissions, updated specifications, and changes in site conditions.
  • Oversee alteration and repair projects, including demolition of structures, relocation of heating, ventilation, and air-conditioning systems, and modifications of communication and lighting channels.
  • Administer contracts for design, engineering, and technical services, and for the acquisition and installation of building equipment systems and supplies.
  • Conduct market research and analyze requirements for complex contracts to recommend effective procurement methods.
  • Prepare and issue solicitation packages, including Invitations to Bid, Requests for Proposals, and Requests for Qualifications.
Desired Qualifications
  • A master's degree in Business, Government Contracting, or an equivalent field.
  • FAC-C or Defense Acquisition Workforce Improvement Act Level II or III certification in contracting, or an equivalent certification.
  • Experience as a federally warranted Contracting Officer.
