Requirements
  • A Bachelor's degree in legal studies, political science, public policy, public administration, public health or other relevant field, or a combination of education and experience
  • 3+ years of legal or regulatory experience, in the health plan/managed care space
  • Demonstrated understanding of state and federal political and legislative processes
  • Communicate complex issues in concise language
  • Proficiency in Westlaw or Lexis Nexis, Legislative Tracking software, and Google Workspace
Responsibilities
  • Work on multiple, simultaneous and diverse assignments while following deadlines
  • Complete complex legal research projects as assigned by counsel and manager. Identify relevant statutes, regulations, and sub-regulatory guidance. Summarize research findings for counsel's review, and maintain the repository of findings for business use
  • Be the subject matter expert (SME) on assigned state and federal policy and legislative matters, while Identifying and tracking laws and regulations in assigned states in West and Central regions
  • Prepare concise summaries and analyses of laws and regulations and assist with company implementation
  • Partner with the current members of Regulatory Operations team, Counsel, Government Affairs, and partners to break down and communicate legislative, regulatory and sub-regulatory developments
  • Draft and edit Policies and help build the review process
  • Work to develop sustainable processes which simplify our growing team's outputs while ensuring high quality deliverables
  • Support cross-training and knowledge development across Oscar
Desired Qualifications
  • Familiarity with the Affordable Care Act and Healthcare.gov or other State-based Exchanges
  • Experience with California or Texas markets
  • Experience working with Attorneys and company partners
  • Experience working with Provider systems
