About the role

As a Regulatory Associate within our Regulatory Operations team, you’ll be a major contributor and owner of numerous workflows and content libraries that ensure an enterprise-wide understanding of all Legislative and regulatory requirements for Oscar’s West and Central regions. You’ll create summaries of all legislative and regulatory developments, write and review all legal policies that underpin our business operations and inform regulatory audits, and create the regional legal library for all applicable states.

You will report to the Manager, Regulatory Operations.

This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, Tennessee, Texas, Utah, Virginia, Washington, or Washington, D.C. The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $96,000 - $126,000 per year. The base pay for this role in all other locations is: $86,400 - $113,400 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program, and annual performance bonuses.

Responsibilities

• Work on multiple, simultaneous and diverse assignments while following deadlines.
• Complete complex legal research projects as assigned by counsel and manager. Identify relevant statutes, regulations, and sub-regulatory guidance. Summarize research findings for counsel’s review, and maintain the repository of findings for business use.
• Be the subject matter expert (SME) on assigned state and federal policy and legislative matters, while Identifying and tracking laws and regulations in assigned states in West and Central regions.
• Prepare concise summaries and analyses of laws and regulations and assist with company implementation.
• Partner with the current members of Regulatory Operations team, Counsel, Government Affairs, and partners to break down and communicate legislative, regulatory and sub-regulatory developments
• Draft and edit Policies and help build the review process
• Work to develop sustainable processes which simplify our growing team’s outputs while ensuring high quality deliverables.
• Support cross-training and knowledge development across Oscar.

Qualifications

• A Bachelor’s degree in legal studies, political science, public policy, public administration, public health or other relevant field, or a combination of education and experience.
• 3+ years of legal or regulatory experience, in the health plan/managed care space.
• Demonstrated understanding of state and federal political and legislative processes
• Communicate complex issues in concise language
• Proficiency in Westlaw or Lexis Nexis, Legislative Tracking software, and Google Workspace.

Bonus Points

• Familiarity with the Affordable Care Act and Healthcare.gov or other State-based Exchanges
• Experience with California or Texas markets
• Experience working with Attorneys and company partners
• Experience working with Provider systems
