JOB SUMMARY
The Gross Production Claims Supervisor position supports the Business Tax Services (BTS) Division by supervising a team of specialists handling Gross Production tax claims, refunds, and compliance processes. This role requires strong leadership skills, a background in tax administration, and proficiency in Excel for data analysis and workflow management.
The Gross Production Claims Supervisor will perform key supervisory functions, including evaluating performance, making recommendations on disciplinary actions, providing employee development, and approving time off. Additionally, this role will effectively and professionally represent the Oklahoma Tax Commission (OTC) during formal or informal hearings when taxpayers contest actions taken by the division.
The Business Tax Services Division provides a diverse set of services to taxpayers, with a focus on Gross Production tax review and processing, as well as business tax registrations and claims related to tax types such as sales, cigarette, tobacco, alcohol, and motor fuel taxes. The division also manages the review and processing of tax credits and refunds for various business tax types.
DUTIES AND RESPONSIBILITIES
Employees in this position may perform the following functions:
- Provides leadership and supervision to one section in the Business Tax Services (BTS) Division, ensuring efficient operations and compliance.
- Oversees Gross Production tax processes and ensures adherence to applicable laws, regulations, procedures, and financial/administrative controls.
- Utilizes advanced Excel skills for data analysis, workflow optimization, and process improvement to enhance operational efficiency.
- Drives continuous improvement initiatives, evaluating and implementing new solutions to improve accuracy and processing times.
- Manages productivity metrics, reviewing and streamlining workflows to optimize team performance.
- Fosters a collaborative and productive team culture, promoting a positive work environment and professional development.
- Provides expert guidance on Gross Production Tax compliance, leveraging knowledge to support accurate reporting and claim processing.
- Coordinates, assigns, directs, and reviews workloads to balance responsibilities effectively and ensure operational goals are met.
- Develops and updates procedures, training materials, and best practices to ensure consistency and compliance with evolving regulations.
- Monitors and reviews key claim and performance metrics on a monthly basis, making data-driven decisions to improve efficiency.
- Prepares and presents reports, briefings, and audits, conducting thorough data analysis to support leadership decision-making.
- Applies financial expertise to assist with tax calculations, reporting, and data validation in Gross Production claims.
- Counsels and evaluates team members’ performance, providing coaching and development opportunities to strengthen skills and knowledge.
- Collaborates with internal and external stakeholders, including taxpayers, industry representatives, and legal teams, to resolve inquiries and disputes.
- Other duties and assignments as needed to support the division’s operational goals.

MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of
- A bachelor’s degree in accounting, finance, business or public administration; or related field; PLUS, three years of professional experience in auditing, accounting, or similar field
- OR an equivalent combination of education and experience, substituting one year of paraprofessional experience in auditing, accounting, or similar field for each year of the required education
PREFERRED QUALIFICATIONS
Preference may be given to candidates who have obtained a CPA and/or have a background in the oil and gas industry.
PHYSICAL DEMANDS
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 20 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.
SPECIAL REQUIREMENTS
Travel is required for this position. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.
Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
