Requirements
  • Bachelor’s degree in computer science, software engineering, or a related field.
  • 5+ years of hands-on experience with SaaS platforms such as ServiceNow, Okta, M365, Palantir, GitHub, Atlassian/Jira, Datadog, Qualtrics etc.
  • 5+ years of proven experience in software platform management, including team leadership and project management.
  • 5+ years of experience with software architecture, design patterns, and development methodologies.
  • US Citizen or Green Card Holder due to federal contract requirements.
  • Must be able to obtain Public Trust clearance.
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.
Responsibilities
  • Develop and execute a strategic vision for the software platform, in alignment with the organization's business objectives.
  • Create and maintain a roadmap for platform development, outlining key milestones and deliverables.
  • Establish and maintain the platform governance and management standards and SOPs, architecture documentation, platform release notes, license optimization, and customer-facing knowledge articles.
  • Provide project management support to onboarding, migrating and sun-setting platforms.
  • Work with the ITSM team to capture, track and maintain platform licensing information and costs in ServiceNow tool.
  • Lead and mentor a team of platform administrators, providing guidance and support to ensure the successful execution of platform projects.
  • Foster a culture of collaboration, innovation, and continuous improvement within the team.
  • Manage staff to provide day-to-day operational and administrative support for existing and new NCI SaaS platforms, tasks include: a. Provide administrative support for development teams that use the platforms for development and deployments b. Provide end users, data owners, and developers with governance support for platform integrity and compliance with the platform standards and roadmap. c. Provide incident and request fulfillment related to the SaaS platforms d. Manage installations, upgrades and patching of the platforms in coordination with the SaaS provider e. Manage integration of the platform with other tools. f. Support continuous platform security compliance and maintain platform ATO by providing information for Assessment and Authorization (A&A) and performing security remediation when necessary.
  • Oversee the design and architecture of the software platform, ensuring scalability, security, and performance.
  • Evaluate new SaaS solutions in collaboration with other designated stakeholders supporting both science and business administration needs of NCI.
  • Provide platform level consultation and assist NCI customers with the adoption of the platform capabilities and best practices to support their business needs and processes.
  • Coordinate with other NIH stakeholders for knowledge sharing and system and data integration as needed.
  • Stay up to date with industry trends, emerging technologies, and best practices to drive innovation in the platform.
  • Provide technical expertise and guidance to resolve complex technical issues.
  • Implement and maintain quality assurance processes and practices to ensure the reliability and stability of the platform.
  • Identify platform issues or trends and offer recommendations for improvement and resolution.
  • Monitor platform performance and proactively identify areas for improvement, scalability enhancements, and cost optimization.
  • Implement strategies to optimize resource utilization and enhance platform efficiency.
  • Ensure that the platform complies with industry standards, regulations, and security best practices.
  • Implement security measures to protect user data and system integrity.
  • Maintain comprehensive documentation for platform architecture, processes, and procedures.
  • Generate regular dashboard reports on platform performance, project status, and key performance indicators.
Desired Qualifications
  • Prior experience supporting U.S. Government Federal Health programs and projects is preferable.
  • Master's Degree
  • Proficiency in relevant technologies, and tools.
  • Excellent communication skills and the ability to collaborate effectively with cross-functional teams.
  • Strong problem-solving skills and a proactive approach to addressing technical challenges.
  • Familiarity with cloud computing platforms, DevOps practices, and agile methodologies is a plus.
  • PMP certification is preferable.
  • DevOps/system administration experience in AWS or other cloud; familiarity using infrastructure automation.
