Requirements
  • A bachelor's degree in Operations Research, Systems Engineering, Mathematics, Statistics, or a highly related quantitative discipline is required.
  • Proven experience in Operations Research, Systems Analysis, advanced data analytics, or military logistics modeling is required.
  • Strong proficiency with SQL, Tableau, Microsoft Excel, Qlik, Databricks, Maven Smart Systems, Python, R, GIS, MATLAB, or CPLEX is required.
  • Demonstrated understanding of Combatant Command operational plans and Department of Defense bulk fuel and logistics operations is required.
  • Ability to analyze and interpret geospatial data, utilize digital maps, and leverage spatial analysis tools to support decision-making is required.
  • Ability to travel within the continental and outside the continental United States approximately 10% of the time is required.
  • A Department of Defense Secret clearance with eligibility for Top Secret/Sensitive Compartmented Information is required.
Responsibilities
  • Analyze, develop, and model reports on worldwide operations and Combatant Command plans, including fuel feasibility analysis and Services' bulk fuel capability readiness, to identify requirements and resolve issues impacting the Global Bulk Fuel Management and Delivery mission.
  • Apply Operations Research techniques, including mathematical programming, simulation, optimization, and stochastic modeling, to assess and optimize Global Bulk Fuel Management and Delivery capabilities during assessments, wargaming, and exercise scenarios.
  • Evaluate and ensure continuous alignment of strategic objectives with logistical capabilities, providing senior leaders with data-driven courses of action.
  • Support development of innovative modeling and measurement techniques using advanced mathematics, statistical methods, systems engineering methods, and operational mathematics techniques.
  • Write comprehensive reports documenting complex data analysis, tool design and development, methodology, and test results.
  • Provide expert Operations Research Systems Analyst support and advisory services to studies, fuel conferences, exercises, and real-world contingency events.
Desired Qualifications
  • Demonstrated experience with TPFDD analysis and the Joint Operation Planning Process.
  • Understanding of the petroleum or fuel industry, including market dynamics, supply chain logistics, or regulatory frameworks.
  • Proven ability to translate complex data into clear, actionable insights for senior leader decision-making.
  • Experience working with the Department of War, Defense Logistics Agency, or United States Transportation Command.

The company said its financial fundamentals will be strengthened by the professional experience Acton brings, which covers close to three decades in financial leadership, including 25 years in government contracting. Who is David Acton? Before joining RIVA, Acton was CFO at defense information technology firm ISI. He served the same role for seven years at Suntiva, which has since been acquired by LMI, as well as at companies including Navstar, Johnston McLamb and Edge Technologies. He briefly served as CFO and COO at Avant-Garde Technology Solutions from 2008 to 2009. Acton worked as vice president of finance at SiloSmashers and A-TEK. Earlier in his career, he was also VP controller at Consolidated Safety Services, controller at GeoTrans and assistant controller at Electronic Warfare Associates.
