Role Description:
An exciting opportunity has become available for a VP to work within the BlackRock’s EMEA Regulatory Engagement and Developments (“RED”) Compliance team. The successful candidate will be part of a team which: (a) enables BlackRock to maintain positive relationships with regulators across the region by managing regulatory engagements and facilitating open and appropriate communications with regulators at all times in accordance with regulatory obligations; and (b) monitors the regulatory horizon for relevant regulatory content which impacts BlackRock and thereafter communicate appropriately, initiate analysis and facilitate effective ongoing oversight of implementation. The individual will act as a regulatory subject matter expert, demonstrating familiarity with both current and forthcoming regulatory requirements as well as supervisory expectations. This position will directly report into the EMEA Head of Product, Performance and RED Compliance.
The RED Team are a trusted team of compliance professionals who are responsible for maintaining and fostering proactive relationships with supervisory regulatory authorities, identifying, assessing and communicating regulatory developments within BlackRock, and providing compliance advice and support to the firm in understanding and complying with regulations relating to transaction reporting responsibilities.
The growing, and increasingly complex, regulatory demands that BlackRock must meet necessitate strong focus on careful management of all regulatory interactions, with centralised coordination imperative to ensure consistency of message and the representation of BlackRock in an appropriate manner at all times.
This role will require the successful candidate to provide coordination and advice on the navigation through all material regulatory interactions, including the preparation of senior management ahead of any regulatory meeting. This role is necessarily broad, covering every facet of regulation and legislation impacting BlackRock in EMEA, and will necessitate the provision of compliance advice, support, challenge and oversight including on regulatory interpretations.
The candidate should be able to demonstrate relevant regulatory knowledge and experience within financial services having gained relevant Compliance experience with a major global asset manager, investment bank, regulator or consultancy firm. The candidate must have a successful record in collaborating with senior stakeholders and exhibit strong partnership, technical regulatory and relationship management skills. A highly motivated self-starter, the successful candidate will demonstrate sound judgment, excellent technical and regulatory knowledge, a strong team ethic, combined with high energy, enthusiasm, resilience, tenacity and diplomacy. The candidate will need to demonstrate success in maintaining strong working relations on a local and global stage.
Key responsibilities/elements of the role will include:
- Provision of coordination and advice to senior stakeholders on navigating regulatory challenges and interactions;
- Managing high risk or complex regulatory interactions across EMEA, including the preparation of materials and BlackRock staff to represent BlackRock in an appropriate manner to any such regulator.
- Supporting the facilitation of the EMEA Regulatory Oversight Committee where required in overseeing the landscape of regulatory reforms impacting BlackRock;
- Communicating internally with relevant stakeholders to share intelligence on regulatory focus areas and topics, including the Government Affairs and Public Policy group, as well as Compliance counterparts in the Americas and APAC to ensure a level of consistency globally, leveraging best practice wherever possible; and
- Coordinating the production and delivery of management information, reports and presentations to department and business unit management, management company boards and regulators as required;
Knowledge/experience:
The ideal candidate will have:
- Compliance experience within a ‘buy-side’ asset manager, investment bank, regulator, or consultancy firm, and a strong personality, combining energy, enthusiasm, resilience, tenacity, diplomacy and above all, sound judgement under pressure;
- Strong knowledge of the UK and EU regulatory environment, including both current and forthcoming regulations. Knowledge of Middle East and African requirements would be an advantage;
- Ability to articulate complex issues in a clear and concise manner, with strong presentation and written communication skills, and successful record in navigating a complex matrix of accountability and stakeholders;
- High standards of accuracy and excellent attention to detail. High levels of intellectual rigour and curiosity also an advantage;
- Self-starter. Ability to drive forward work plans under minimal supervision;
- Collaborative team player;
- Excellent organisational skills - ability to prioritise own workload and adhere to tight deadlines; and
- Ability to collaborate across teams/functions and also autonomously with minimal supervision.
Qualifications
- 5-7+ years financial services experience with a focus on regulation;
- Educated to degree level, possibly with a professional qualification e.g., ACA, CFA, IMC;
- Excellent written/oral communication including ability to escalate where necessary;
- Student of technology that stays abreast of new and emerging tools that have the potential to positively transform Compliance processes.
