Requirements
  • At least eight years of experience as a Federal Human Resources Specialist.
  • Extensive Federal Government-level experience in staffing and placement.
  • Expertise in Federal regulations related to Human Resources staffing policies and procedures.
  • Experience using Special Hiring Authorities, conducting job analyses, and assisting with automated interview assessments.
  • Experience performing recruitment-to-hire functions, including preparing referral lists, preparing applicant packets for panel review, coordinating subject matter experts, monitoring selection processes, processing selections, presenting job offers, and sending non-selection notifications.
  • Excellent verbal and written communication skills, including experience developing detailed formal reports, facilitating collaborative workshops, providing telephone support, and delivering briefings and presentations.
  • Ability to assess expertise-related problems, recommend viable solutions, and work independently with minimal guidance or oversight.
  • Experience with automated Human Resources systems including Monster, USA Staffing, and HR Connect.
  • Demonstrated experience using USA Staffing.
  • Demonstrated experience using DCPDS.
  • Ability to successfully pass at least a Public Trust security clearance process.
Responsibilities
  • Work with the program manager to identify and weight automated interview questions for ranking vacancy applicants in recruitment systems.
  • Work with management to prepare recurring and new vacancy announcements.
  • Issue vacancy announcements using automated systems such as Monster and USA Staffing.
  • Adjudicate applicant packages for compliance with veterans’ preference requirements and published minimum qualifications.
  • Perform staffing support duties across recruitment-to-hire functions, including preparing referral lists, collecting applicant packets for panel review, coordinating subject matter experts, monitoring selections, processing selections, presenting job offers, and sending non-selection notifications.
  • Respond to questions, complaints, problems, and situations by explaining Human Resources policies related to recruitment, vacancy management, announcements, and staffing selection processes.
  • Review work products and automated system data and complete corrective actions for identified errors.
  • Develop, maintain, and update Microsoft databases and spreadsheets used to manage and monitor recruitment and staffing processes.
  • Prepare routine reports on work output and progress.
  • Use a computer-based Human Resources information system to document work output, process administrative functions, and run reports.
