We are seeking an Business Intelligence (BI) Consultant to join our USTRANSCOM (United States Transportation Command) program at Scott AFB in O’Fallon, IL. The Consultant shall execute the complete BI development lifecycle to include the functional design, development, testing, deployment, and maintenance of all BI efforts within TCJ8, to include the Executive Office. The Contractor shall provide an environment to help TCJ8 advance and improve standards and processes while driving toward zero defects. Maintain TCJ8 business needs by thoroughly planning, and executing activities in an effective, flexible, and responsive manner.

The Contractor shall provide services to support organization specific solutions and will be working with customers on and offsite to support seamless integration of structured and / or unstructured internal and external data. The Contractor shall identify, construct, manage and maintain any needed Cognos Analytics packages, Teradata-based database tables and views, ADVANA builder applications, and other reporting objects necessary to assist analysts in performing their mission and allowing all applicable users self-service access to TCJ8-maintained TWCF data marts. Contractor shall assist TCJ8 with

migrating existing Cognos products to the ADVANA environment.

The Contractor shall collaborate with Business Process Owners to gather, analyze, refine, confirm, and document requirements for processes identified by TCJ8 as BI candidates. The Contractor shall work with the customer to identify step-by-step flow of the process to be automated. The Contractor shall develop products (reports, dashboards, stories, etc.) within Cognos, the ADVANA environment, or other applicable solutions, using Cognos Analytics Report Web-based application, SQL, Python, Scala, and R. Contractor shall have authoring expertise as well as experience in writing scripts using the applicable language identified in this paragraph.

The Contractor shall provide reporting ability including but not limited to the creation of formatted and interactive reports in all applicable TCJ8 BI systems, with or without parameters, with highly scalable distribution. The Contractor shall provide a wide array of reporting styles (e.g., financial, operational and performance dashboards) that support delivery across USTRANSCOM platforms.

The Contractor shall provide interactive dashboards in all applicable TCJ8 BI systems that include the ability to publish reports with intuitive interactive displays of information, including filters, pop-ups, gauges, sliders, check boxes and traffic lights. The Contractor shall provide leadership, creativity, and innovation in deliverables.

The Contractor shall maintain a wide array of existing TCJ8 products. TCJ8 currently has over sixty existing products (reports, metrics, dashboards, automations, etc.) that consist of, but are not limited to, Accounting, Budget, Audit, Budgetary Resources, Cash, Cost, Execution, and Travel reporting and analysis. The Contractor shall support the Over Ocean Transportation Billing Process.

The Contractor shall develop and maintain general ledger to transaction detail reconciliations. The reconciliations should include logic which identifies the source of each transaction. The Contractor shall provide reports that provide the results of

reconciliations as required within two business days of request.

The Contractor shall support ad-hoc questions from TCJ8 regarding all applicable TCJ8 BI solutions. The Contractor shall provide TCJ8 customers with clean and transformed operational, financial, and historical data, allowing them to better identify problems, opportunities, and trends using IBM Cognos, iQuery, and Qlik analytics reports, dashboards, and stories. The Contractor shall provide raw data pulls from IBM Cognos based EBI, the ADVANA environment, and the IGC Teradata EDW as requested.

The Contractor shall collaborate with other USTRANSCOM directorates and components as necessary to support data integration, data sharing, and resolve technical issues related to BI requirements.
