Requirements
  • A Bachelor’s Degree in Accounting, Finance or related field.
  • Four (4) years of progressively responsible experience reconciling financial accounts, preparing and reporting financial data, and maintaining complex databases.
  • Intermediate level experience working in a Windows environment, including Word and Excel, while utilizing financial application software.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of the preparation process for financial statements in conformity with generally accepted accounting principles.
  • Knowledge of financial reporting concepts and preferred business practices.
  • Skill in effective verbal and written communication.
  • Skill in analyzing and interpreting financial records.
  • Skill in processing large volumes of numerical data.
  • Skill in performing basic mathematical calculations.
  • Skill in classifying fiscal data and compiling fund-level statements and reports.
  • Skill in designing spreadsheets and utilizing word-processing and database software.
  • Skill in analyzing, preparing, checking, and balancing routine fiscal transactions and accounts.
  • Skill in preparing reports and interpreting applicable policies, regulations, and guidelines.
  • Ability to prepare accurate financial statements at an intermediate level of complexity.
  • Ability to resolve problems or situations requiring the exercise of good judgment.
  • Ability to establish and maintain good working relationships within the department and with other departmental peers.
Responsibilities
  • Maintain general ledger information and review financial transactions by creating or monitoring electronic files and accounting documents.
  • Maintain accounting ledgers by posting, reviewing, or approving accounting transactions of intermediate and higher dollar value and complexity in accordance with City policy, applicable laws and regulations, generally accepted accounting principles (GAAP), and sound business practices.
  • Conduct physical inventory, review purchase requisitions for proper coding, reconcile inventory, perform fixed-asset accounting and bank and investment reconciliations, and manage the Purchase-Card program.
  • Prepare analyses of delinquent accounts and calculate or assess delinquent fines and fees for supervisor or manager review.
  • Prepare and review accruals and other accounting entries in accordance with City policy, applicable laws and regulations, and generally accepted accounting principles (GAAP).
  • Prepare and review accounting entries and reconciliations by compiling and analyzing general ledger account information.
  • Prepare and review asset, liability, inventory, and capital accounting entries by compiling and analyzing general ledger account information.
  • Reconcile general ledger and bank accounts and resolve account discrepancies by reconciling statements and transactions and investigating supporting documentation.
  • Prepare financial statements and special reports, including balance sheets, income statements, cash flows, and other reports, by collecting, analyzing, and summarizing general ledger account information and trends.
  • Conduct variance analysis and apply intermediate accounting and reporting knowledge to prepare financial statements and reports in conformity with generally accepted accounting principles (GAAP).
  • Prepare audit work papers for annual or special audits, provide explanations of Authority policies and procedures, and respond to auditors’ questions and requests in a timely and accurate manner.
  • Assist departments and internal or external customers by providing procedural and financial information, guidance, and support for automated or manual systems.
  • Complete projects of moderate to advanced complexity and portions of complex projects.
  • Maintain financial security by following established internal accounting controls.
