Staff Analyst Series

POSITON SUMMARY:

Analyze operational and administrative processes and recommend improvements to increase efficiency and effectiveness. Prepare reports, dashboards, presentations, and analytical summaries for managementregardingoperational activities, deadlines, compliance requirements, and performance. Review operational data andidentifytrends, issues, and opportunities for process improvement.

RESPONSIBILITIES:

• Analyze operational and administrative processes and recommend improvements to increase efficiency and effectiveness. Support leadership: Assist the Senior Vice President (SVP) and Operations Planning (OP) units with daily operations. 

• Manage executive meetings; Handle high-level communication: act as a primary liaison for communications with upper management and the Office of the NYCT President.

• Prepare reports, dashboards, presentations, and analytical summaries for managementregardingoperational activities, deadlines, compliance requirements, and performance. 

• Review operational data andidentifytrends, issues, and opportunities for process improvement. 

• Develop andmaintainprocedures, tracking systems, and performance-monitoring tools to support departmentalobjectives. Track project milestones, deliverables, and follow-up actions to ensuretimelycompletion.

• Oversee officelogistics: Manage petty cash, equipment, facility maintenance and more.

• Performadditionalduties: Complete other tasks assigned whilemaintaininghigh integrity, efficiency, and attention to detail ensuring the seamless execution of all processes within the organization.

EDUCATION AND EXPERIENCE:

Associate Staff Analyst:

A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

A baccalaureate degree from an accredited college or university and three years of satisfactory full [1] time professional experience in the areas described in "1" above; or

An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above; or

A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above; or

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Staff Analyst I & Staff Analyst II

An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above; or

A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

DESIRED SKILLS:

• Strong business acumen, with proven ability in data analysis and interpretation.

• Knowledge of NYCT rules, policies, and operational procedures. 

• Experience with PeopleSoft, HR Management System. 

• Ability to build effective working relationships with internal and external stakeholders. 

• Advance knowledge of Microsoft Office suite package, especially MS Excel and MS Access. 

• Must be well organized and be able to effectively plan and meet system deadlines. 

• Effective organization and communication skills are necessary for this position. 

• Understands the power of teamwork anddemonstratestrong interpersonal skills in collaborating with coworkers to provide service.

• Mustpossessthe ability to handle confidential information in a professional manner.
