Requirements
  • U.S. citizenship is required.
  • A bachelor's degree in computer science, Data Science, Cybersecurity, IT, or a related field is required.
  • Five to seven years of experience in enterprise software or systems engineering, with a strong recent focus on cloud-scale AI architectures, is required.
  • Three to five years of experience building AI/ML solutions, including one to two years of hands-on experience with Azure OpenAI, Azure AI Foundry, Copilot Studio, or equivalent foundation-model platforms, is required.
  • Experience working across model scales and deployment models, from small or specialized models through large foundation models, using managed cloud endpoints, self-hosted infrastructure, or local runtimes, and selecting models appropriately for each use case, is required.
  • Experience developing agentic AI systems and integrating API-driven tools is required.
  • Demonstrated experience in GCC High or Azure Government environments is required.
  • Multi-cloud security experience spanning Azure and Google Cloud Platform, including CSPM/CNAPP, network security groups, traffic mirroring, and Google Cloud equivalents, is required.
  • A strong CI/CD engineering background with integrated SAST/DAST validation, scripting, and infrastructure as code proficiency in Python, PowerShell, and Terraform is required.
  • Expertise in API security, service-to-service and workload identity authentication, and AI gateway architecture is required.
  • Familiarity with modern software delivery platforms, including GitHub, GitHub Copilot, and GitLab, is required.
  • One or more current Microsoft certifications, such as AZ-500 Azure Security Engineer, AI-102 Azure AI Engineer, SC-100 Cybersecurity Architect, or an equivalent certification, is required.
Responsibilities
  • Build and deploy production AI applications using Azure AI Foundry, Azure OpenAI Service, and Copilot Studio while accounting for service availability differences between Azure Commercial, Azure Government, and GCC High environments.
  • Select and right-size models for mission requirements by balancing capability, cost, latency, and deployment constraints across small, medium, and large foundation models, including small language models, frontier large language models, embedding models, and multimodal models.
  • Engineer agentic AI systems, including multi-agent frameworks such as Semantic Kernel, LangGraph, and AutoGen, tool-use pipelines, and Model Context Protocol-based integrations.
  • Develop retrieval-augmented generation architectures using Azure AI Search and vector stores, including embedding pipelines, document chunking strategies, and grounding-data governance with Purview and data loss prevention integration.
  • Orchestrate model endpoints and optimize inference workloads across local, hybrid, and remote backends, including managed Azure AI Foundry and OpenAI endpoints, self-hosted inference on AKS, and local or on-premises serving runtimes such as ONNX Runtime, vLLM, and Foundry Local.
  • Design backend-agnostic application architectures with abstraction layers that allow models to be swapped or routed between local, hybrid, and cloud endpoints based on data sensitivity, latency, cost, and connectivity constraints.
  • Implement MLOps and LLMOps practices, including model evaluation harnesses, AI red-teaming with PyRIT, prompt versioning, and telemetry and observability for AI applications.
  • Ensure AI workloads conform to GCC High and Azure Government constraints, including controlled unclassified information handling, data residency, customer-managed key requirements, and appropriate inference placement based on data classification.
  • Support secure multi-cloud operations across Azure and Google Cloud Platform in partnership with Infrastructure teams.
  • Configure AI security guardrails, content safety controls, data loss prevention policies, gateway policies, and alignment safeguards informed by the NIST AI Risk Management Framework and OWASP Top 10 for Large Language Model Applications.
  • Implement AI traffic governance and secure inspection using modern AI gateways.
  • Maintain secure inter-cloud connectivity and workload visibility using network security groups, firewall rules, traffic mirroring and network visibility tooling, and service-to-service authentication through OAuth 2.0 client credentials, Entra managed identities, and workload identity federation.
  • Embed automated security validation, including static application security testing and dynamic application security testing, into continuous integration and continuous delivery pipelines.
Desired Qualifications
  • Experience supporting highly regulated environments and compliance frameworks, including NIST SP 800-53, NIST SP 800-171, CMMC Level 2, or FedRAMP.
  • Familiarity with the NIST AI Risk Management Framework and its Generative AI Profile (NIST AI 600-1).
  • Experience with model fine-tuning, distillation, or quantization for deploying models in constrained, disconnected, or edge environments.
  • Experience with Kubernetes (AKS) for AI/inference workloads.
  • Experience with agent-to-agent protocols and emerging agent interoperability standards.
  • Familiarity with hybrid cloud management for AI workloads, including Azure Arc, Azure Local, on-premises GPU infrastructure, and DDIL/disconnected operation patterns.

SPA taps Raj Badhwar as CIO. On January 28, Systems Planning & Analysis (SPA) announced that Raj Badhwar has joined the company as chief information officer (CIO). Badhwar serves on SPA's executive leadership team and reports to Chief Executive Officer Rich Sawchak.
