Requirements

  • This position requires at least ten (10) years of experience working in technology, cybersecurity, and/or digital development. You need to demonstrate broad experience with digital technology as cross-cutting field, and working knowledge of an array of digital specialties (i.e., AI/ML, data ecosystems and governance, digital government and infrastructure, FinTech and e-commerce, gender digital divide, geospatial technology, internet connectivity, mis/disinformation, telecommunications, etc.)
  • Educational requirements: Bachelor's degree in relevant field (i.e., technology, cybersecurity, international development)
Responsibilities
  • The Technology Advisor is responsible for advising the Activity, buy-in clients, and USAID on emerging technologies and cybersecurity, overseeing deliverables that raise the capacity of partner countries to build open, inclusive, and secure national digital ecosystems. Specific responsibilities include:
  • Provide technical assistance to the design or management of activities to ensure responsible approaches to underutilized and emerging technologies
  • Generate guidance for USAID staff on cybersecurity programming and enhancing cybersecurity in sectoral programming
  • Draft guidance on safeguarding the privacy and protection of data in development and humanitarian-assistance programming
  • Provide specialized capacity building and technical support to the Agency's new and onboarded Digital Development Advisors
  • Advance partnerships with private technology, civil society, and cybersecurity companies to build the cybersecurity capacity and resilience of beneficiaries, especially vulnerable communities
  • Expand Ecosystem Country Assessments to analyze country progress toward a national digital strategy (i.e., through stakeholder analyses, sector research, etc.)
  • Represent Bixal to USAID technical officers and implementing partners
  • Lead trainings and capacity building sessions related to technology and cybersecurity for project team and USAID as requested
  • Apply an Agile mindset to activity implementation, promoting a culture of continuous learning and improvement
  • Perform other duties as required
Desired Qualifications
  • Master's degree in relevant field (i.e., technology, cybersecurity, international development)
  • 2+ experience working in a developing country
  • Fluency in language(s) other than English strongly preferred
