Requirements
  • The candidate must have 7 or more years of experience designing, deploying, and supporting Voice over Internet Protocol and Session Initiation Protocol systems.
  • The candidate must have strong command of Session Initiation Protocol, Real-time Transport Protocol, Session Description Protocol, Transport Layer Security, Secure Real-time Transport Protocol, and debugging tools such as sngrep, Homer, and Wireshark.
  • The candidate must have hands-on experience with FreeSWITCH, Kamailio, or OpenSIPS.
  • The candidate must have experience with Unified Communications as a Service or carrier-grade Session Initiation Protocol platforms; NetSapiens is preferred.
  • The candidate must have experience with Session Border Controllers such as Ribbon, AudioCodes, TelcoBridges, Oracle, or Sangoma.
  • The candidate must have a strong understanding of Enhanced 911, Emergency Location Identification Number, Emergency Response Location, RedSky, Intrado, and location services.
  • The candidate must be proficient in designing dial plans, Interactive Voice Response flows, queue logic, and call-routing policies.
  • The candidate must have strong documentation and customer-facing communication skills.
  • The candidate must be able to obtain a United States security clearance at the Public Trust level.
  • United States citizenship is required.
  • The candidate must be able to lift up to 20 pounds and stand and walk for prolonged periods, with periodic twisting, bending, and squatting.
Responsibilities
  • Design and deploy ZuluCall/Comms Unified Communications as a Service environments across cloud environments, Impact Level 5-ready data centers, and on-premises microservice clusters.
  • Configure Session Initiation Protocol trunks, Session Border Controllers, dial plans, Interactive Voice Response systems, queues, call recording, voicemail services, and conferencing features.
  • Provision and manage Session Initiation Protocol endpoints, including Cisco Session Initiation Protocol phones, Poly/Polycom devices, and Yealink devices.
  • Implement call flows, auto-attendants, queueing, callback, and Automatic Call Distributor routing logic.
  • Configure RedSky/Intrado Enhanced 911, Presence Information Data Format-Location, Link Layer Discovery Protocol-Media Endpoint Discovery, and nomadic user location services.
  • Validate routing paths and ensure compliance with the RAY BAUM’S Act and Kari’s Law.
  • Implement secure signaling and media using Transport Layer Security and Secure Real-time Transport Protocol, Session Initiation Protocol authentication, and secure provisioning.
  • Support Security Content Automation Protocol and Defense Information Systems Agency Security Technical Implementation Guide checks for Voice over Internet Protocol workloads and Unified Communications infrastructure.
  • Coordinate with cybersecurity teams on Risk Management Framework and Authority to Operate technical requirements for voice systems.
  • Work with site network teams to establish Virtual Local Area Networks, Dynamic Host Configuration Protocol, Domain Name System, Quality of Service, Power over Ethernet, and firewall rules.
  • Assist with Wide Area Network redundancy, LTE/Starlink failover, and Software-Defined Wide Area Network integrations.
  • Diagnose Session Initiation Protocol and Real-time Transport Protocol quality issues involving jitter, latency, Mean Opinion Score, packet loss, and codec negotiation.
  • Lead advanced troubleshooting of Session Initiation Protocol signaling, Real-time Transport Protocol media paths, Session Border Controller policies, and endpoint registration.
  • Provide Tier III support for Voice over Internet Protocol, analog gateways, Analog Telephone Adapters, Session Border Controllers, and softphone applications.
  • Collaborate with government technical teams during pilots, testing cycles, and operational validation.
Desired Qualifications
  • Experience working with ShoreTel, Cisco Unified Communications Manager, or similar enterprise telephony platforms.
  • Experience in Department of Defense or Defense Health Agency environments.
  • Understanding of Defense Information Systems Agency Security Technical Implementation Guides, Security Content Automation Protocol, Risk Management Framework, or Federal Risk and Authorization Management Program.
  • Linux experience with Ubuntu, Debian, or Red Hat Enterprise Linux.
  • Familiarity with microservice deployments using Docker, Podman, or Kubernetes.
