Requirements
  • An Active DoD Issued Top Secret Clearance with the ability to obtain SCI access.
  • Bachelor’s degree
  • A minimum of 7 years of experience
  • Possess expertise in Navy Training, Learning centers, training organizations and stakeholders, training effectiveness evaluations, simulation and training technologies, Naval Systems, Ratings, and Manpower.
  • Knowledge of Navy Curriculum Development Standards.
  • Demonstrated Expertise in Microsoft applications, especially PowerPoint, Word, and Excel.
  • Experience in Acquisition Program Management and/or Navy Project Management.
  • Experience in developing Program Objective memorandum (POM) submissions, the congressional budget process, and the Navy acquisition processes to include new and emergent acquisition regulations and processes.
  • The ability to travel up to 40%
Responsibilities
  • Independently develop plans and execute audits of STIP investments by working with the PMS339, schoolhouses, TYCOMs, Fleet, SMWDC, and other stakeholders to determine effectiveness of the investments, and provide recommendations for improvements to training technologies, methods, and processes.
  • Assist PMS339 in conducting an audit of training system development since the inception of the Surface Warfare Training Committee.
  • Develop the methods and procedures in which audits are conducted.
  • Conduct a pilot assessment at a fleet concentration area and provide an interim debrief to PMS339 and OPNAV N96D leadership to allow them to adjust audit objectives and methodology.
  • Provide final reports for audits of all training locations across the entire PMS339 portfolio to include quantified and detailed trainer effectiveness and recommendations.
  • Provide final reports for each site to OPNAVN96D and PMS339.
  • Coordinate with training system acquisition stakeholders to support Planning, Programming, Budgeting & Execution (PPBE) process in support of requirements, development, delivery, and sustainment of Surface Training Systems as required by the Department of Defense 5000.2 series and OPNAV instructions for Warfare Chairs.
  • Prepare and deliver briefs on STIP audit findings.
  • Provide expert recommendations on ways to improve courses and findings from the audits. Make recommendations on better technologies, processes, and acquisition methods to make training investments more efficient and effective.
  • Based on the technical reviews conducted, the contractor shall develop recommendations for corrective actions and/or courses of action.
  • Make recommendations on requirements and advise the Mission Area Chair on defending the requirements to the Surface Warfare Training Committee (SWTC) and the resource sponsor.
  • Provide guidance for improvements to trainer development, curriculum development, Job Duty Task Analysis, and Front-end Analysis IAW NAVEDTRA 130 through 140 Series.

  • Understanding of the current operations and history of the Surface Training Systems Program Office (PMS339)
  • Navy Facilities Management experience.
  • Surface Warfare Officer (SWO) or Enlisted Surface Warfare Specialist (ESWS) experience
