Requirements
  • A bachelor's degree in Engineering, Law, Business, or a related field is required.
  • A minimum of 5 years of professional experience in engineering, construction, or subcontracting activities for the oil and gas industry is required.
  • Strong written and verbal skills are required.
  • Willingness to travel and perform site visits up to 30% is required.
  • Strong computer skills and knowledge of core business software, including Google Workspace, are required.

Responsibilities
  • Develop and form project subcontracts.
  • Manage all phases of engineering and construction subcontracts, including pre-qualification, formation, execution, and close-out.
  • Create and maintain project subcontract plans.
  • Source potential subcontractors and perform bidder qualification using approved systems such as Avetta, in collaboration with HSE and QA/QC teams.
  • Ensure timely receipt of technical inputs needed for subcontract awards from proposal and project technical teams.
  • Create and issue requests for quotation, incorporating scopes of work, technical documents, and project schedules.
  • Solicit and ensure proper review of request-for-quotation package documents for completeness before issue.
  • Receive and analyze proposals and negotiate subcontract terms with project and legal teams.
  • Lead bid clarifications and negotiations in accordance with site guidelines and procedures.
  • Obtain required nondisclosure agreements and MHH agreements from bidders and subcontractors.
  • Conduct subcontract pre-award and project kick-off meetings.
  • Prepare the Subcontract Bid Assessment and Recommendation for award with the project team for management review and approval.
  • Execute and formalize subcontracts according to site DOE guidelines and procedures.
  • Ensure required subcontractor insurance is in place before work begins.
  • Handle formal communications with subcontractors and maintain detailed communication logs.
  • Attend site meetings as required.
  • Work with the project team to maintain the project schedule and budget.
  • Review subcontractor reports and issue weekly or monthly reports to the project team.
  • Manage change orders.
  • Perform subcontract risk assessments.
  • Monitor and review subcontractor invoices.
  • Obtain lien releases and completion certificates from subcontractors.
  • Collaborate with project managers and the Director of Contracts to avoid and handle subcontractor claims.
  • Support the legal team in subcontractor litigation or claims.
  • Prepare the subcontractor close-out evaluation form.
Desired Qualifications
  • A master's degree in Supply Chain or Business is preferred.
