Requirements
  • Five (5) + years’ relevant experience in NAVSEA or government financial budgeting experience.
  • Must have an Active SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance.
  • Expert level of understanding of Planning, Programming, Budgeting, and Execution PPBE processes including knowledge and integration of RDOCS/PDOCS into the annual budget execution planning process and program management report analysis with executive summaries across contracts.
  • RDOC and PDOCS development experience.
  • Excellent written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work.
  • Proficiency in Microsoft Office 365. Highly proficient in Excel (pivot tables, charts/graphs, vlookup, and other basic math functions).
  • Professional knowledge pertaining to Defense procurement and administrative processes.
  • Good interpersonal team communication and collaboration skills.
  • Good organizational, time management, and task prioritization skills.
Responsibilities
  • Developing and managing annual financial execution and phasing plans.
  • Monitoring execution and devise strategies to meet or exceed monthly OSD and OPNAV obligation and expenditure benchmarks.
  • Monitoring program execution by appropriation (Including O&M, Procurement, RDTE and SCN) and performer; develop and maintain program analysis and tracking databases; generate reports, correspondence, briefs, and documentation.
  • Generating and evaluating reports detailing OEM contract financial status.
  • Maintaining contract funding totals.
  • Maintaining and track contractual actions and priorities.
  • Consolidating responses to PMS401 and NAVSEA program data calls.
  • Participating in review of procurement packages, supporting acquisition documentation, and performance reports.
  • Participating in meetings pertaining to financial and contract management or execution, projected contract awards, Integrated Product Team meetings, and Program Status Reviews.
  • Possessing and maintaining expertise in budget related systems and databases to include, but not limited to, PBIS, PBIS Web, PDOCS, RDOCS, and COBRA.
  • Providing budgetary control monitoring, issue paper generation, and issue detail queries as needed using the PBIS Database.
