Requirements
  • Bachelor's Degree in Civil Engineering or Construction Management or similar, from an accredited institution (highly preferred)
  • 10 years experience in Change Management & Control
  • Strong understanding of construction contracts including the City of New York Standard Construction Contract, EPA funded Public Works Projects, PLAs, AIS, etc
  • Experience with Primavera P6, Microsoft Project, Procore, or similar tools
  • Analytical skills for cost and schedule impact evaluations
  • Strong technical and legal writing skills for claims narratives and justifications
  • Familiarity with dispute resolution processes, NYC DEP, and other Public Agencies
Responsibilities
  • Identify changes in scope, conditions, or design that may impact cost or schedule.
  • Work with project engineers, estimators, and schedulers to quantify the impact of changes.
  • Prepare and track change correspondence including Change Order Requests (CORs) to the owner or client.
  • Track all changes from initiation through negotiation and final approval.
  • Investigate potential claims, such as delays, unforeseen conditions, or extra work.
  • Prepare claim documentation including narratives, cost breakdowns, time impact analyses (TIAs), and supporting records.
  • Collaborate with legal and contract teams to ensure claims are submitted in accordance with contract terms and deadlines.
  • Assist project scheduler in analyzing cost overruns and schedule delays linked to scope changes or disputes.
  • Coordinate with scheduler to prepare Time Impact Analyses (TIA) using Primavera P6.
  • Develop and maintain a Change Log and Claims Register.
  • Participate in negotiation of change orders or claims with clients, subcontractors, or vendors.
  • Support dispute resolution through documentation and participation in mediation, arbitration, or litigation, if necessary.
  • Ensure all changes and claims are well-documented with clear justification and evidence.
  • Provide weekly/monthly reporting to project and executive leadership on pending, approved, and denied changes or claims

Tutor Perini shares fell 7.5% despite beating analyst expectations in its fourth-quarter results. The civil construction firm reported earnings of $1.07 per share on sales exceeding $1.5 billion, surpassing forecasts of $0.62 per share on $1.35 billion revenue. The company's fourth-quarter sales surged 41% year over year, whilst full-year revenue reached a record $5.5 billion, up 28%. Free cash flow increased 22% to $567.3 million. Tutor Perini guided 2026 earnings between $4.90 and $5.30 per share, representing 19% growth at the midpoint and exceeding Wall Street's $4.82 estimate. The stock trades at 16.3 times pro forma profits and 7.7 times trailing free cash flow, despite the post-earnings decline.

The company swung to income from construction operations of $232.0 million from a loss of $103.8 million in 2024. Diluted earnings per share reached $1.51, compared to a loss of $3.13 in 2024, whilst adjusted EPS was $4.29. The company reduced total debt by $126.8 million, or 24%, during the year, including full payoff of its Term Loan B. Tutor Perini's backlog stood at $20.6 billion as of 31st December 2025, up 10% year-over-year. For 2026, the company expects double-digit revenue growth and adjusted EPS between $4.90 and $5.30.

The company beat revenue expectations last quarter, reporting $1.42 billion in revenues, up 30.7% year-on-year. However, Tutor Perini has missed Wall Street's revenue estimates multiple times over the past two years. Analysts have generally reconfirmed their estimates over the last 30 days. The company's share price has risen 9.2% over the past month, outperforming the construction and maintenance services segment's average gain of 5.3%. The average analyst price target stands at $91.50, compared to the current share price of $86.61.

Tutor Perini subsidiary stamps $35.8M USACE contract. Tutor Perini Management Services will build a 56,000-square-foot tool and die facility at the Iowa Army Ammunition Plant in Middleton. A Tutor Perini subsidiary has stamped out a new contract with the U.S. Army Corps of Engineers. Tutor Perini Management Services, a unit of the Los Angeles-based contractor, has won a $35.8 million job for the construction of a new tool and die facility at the Iowa Army Ammunition Plant in Middletown, Iowa, according to a news release. The facility will encompass approximately 56,000 square feet of industry space. Scope includes: * Site development. * Utilities and infrastructure. * Structural steel and concrete systems. * Architectural finishes. * HVAC and plumping. * Fire protection systems. * Electrical distribution and lighting. * A facility-scale solar photovoltaic system. * Telecommunications and electronic security systems. * Installation of overhead bridge cranes. The project will also relocate equipment from an existing facility and will be designed to meet LEED Silver certification. Tutor Perini's various business units have regularly helped the heavy civil contractor diversify across geographies and different project types. In 2024, the U.S. Air Force tapped Black Construction, the firm's Guam-based subsidiary, for a $74.4 million child development center at Andersen Air Force Base on the island. In September, its Black River Falls, Wisconsin-based subsidiary Lunda Construction landed a $60.2 million dam rehab project from forestry products company Domtar to update a 113-year-old structure in Rothschild, Wisconsin. Work on the Iowa tool and die facility commenced last month. The firm anticipates substantial completion in June 2027.
