Requirements
  • At least 8 years of related work experience.
  • The candidate must be able to interpret contract drawings for municipal infrastructure projects.
  • The candidate must be able to recognize potential technical issues with designs during construction and take appropriate action in coordination with the Project Manager.
  • The candidate must be proficient in Microsoft Office products.
  • The candidate must be comfortable providing direction to the contractor on-site through the Project Manager as required.
  • The candidate must be able to keep organized notes about daily site activities and contractor equipment, document quantities, and take photographs.
  • The candidate must hold a valid Canadian driver's license.
  • The candidate must have working knowledge of relevant municipal and provincial standards and regulatory requirements.
  • The candidate must have in-depth knowledge of contract administration services and requirements.
  • The candidate must have expert knowledge of municipal servicing standards and environmental approval requirements.
  • Exceptional verbal and written communication skills are essential.
  • The candidate must actively engage with Dillon's health and safety processes and platform and identify and report health and safety hazards.
Responsibilities
  • Provide on-site construction observation of municipal and development infrastructure projects, confirming that construction works meet the requirements of contract drawings and specifications.
  • Coordinate, monitor, and witness required testing activities to ensure testing is carried out at the prescribed frequency and results meet requirements and standards.
  • Coordinate daily records of conditions, site activities, field measurements, and work progress.
  • Perform construction administration services and coordination, including preparing, reviewing, and tracking schedules; liaising with contractors and consultants; attending job meetings; preparing progress payments and meeting minutes; and maintaining records and reports.
  • Review construction documentation, including submittals and shop drawings.
  • Ensure construction complies with contractual drawings and specifications.
  • Provide general construction observation during construction for all construction labor and subcontracted tasks to ensure professional workmanship meets contractual requirements.
  • Record and track as-built markups.
  • Experiment with artificial-intelligence-enabled tools to automate routine work and support creative problem-solving.
  • Commit to self-development and ongoing learning and professional development.
  • Provide input to the career development of junior staff, including technical direction, training recommendations, coaching, and mentoring.
  • Contribute to Dillon's corporate profile through active participation in professional associations and committees.
Desired Qualifications
  • A diploma in a related discipline of Civil Engineering Technology would be an asset.
  • The ability to operate a survey rod and level is an asset.
  • Experience as a construction observer on large municipal infrastructure projects or land development projects is considered an asset.

Watershed Governance Framework - complete! Carmen Pavlov April 8, 2026 Malahat Nation Lands and Environment department is pleased to announce the completion of the Watershed Governance Framework project! Malahat Nation Lands and Environment department worked alongside Dillon Consultants to create a Watershed Governance Framework. The Malahat Benchlands and Shawnigan Creek watersheds face pressures including population growth, unsustainable extraction from water bodies, overdevelopment, infrastructure deficits and issues, agriculture, forestry, and mining uses, and pollution. Through investigating governance models that are culturally appropriate and sustainable, Lands and Environment worked to develop a framework that helps guide the protection and restoration of Malahat's watersheds. Guiding principles that influenced this document include: long-term benefit to the Nation, respect for culture and customs, innovation, preservation and protection, ecosystem-based management, sustainability, cooperative relationships, self-sufficiency, and opportunities for Malahat members.
