Requirements
  • At least 15 years of professional experience, preferably including airport projects.
  • Experience managing projects valued at more than $50 million.
  • Experience with Design-Bid-Build, Design+CMAR, and Design/Build delivery methods.
  • Proven ability to perform in a management capacity.
  • Thorough knowledge of industry practices and regulations.
  • Proficiency in Microsoft Office Suite and Bluebeam.
  • Familiarity with Project Management Information Systems.
  • A bachelor's degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or another related technical field.
  • Relevant professional licensure or certification is strongly preferred, including AAAE, LEED, PE, PMP, or AICP.
Responsibilities
  • Serve as the primary liaison and airport or owner representative responsible for directing and managing the project.
  • Develop and manage project scope to meet project goals and objectives.
  • Develop requests for proposals and oversee procurement for designers and contractors.
  • Direct and manage assigned projects to achieve on-schedule completion within or below budget and in accordance with contractual obligations.
  • Plan and define program goals, devise methods to accomplish them, and develop in-depth knowledge of owner objectives, contract terms, and airport policies.
  • Plan, direct, supervise, and control the technical, fiscal, and administrative functions of the assigned project.
  • Work with team members and airport management to develop project budgets, schedules, and plans.
  • Identify and study options for complex design, operational, or constructability issues.
  • Conduct field surveys and investigations to capture detailed and accurate field conditions for strategic design and construction decisions.
  • Maintain documentation of the approved project scope, including agreements, authorizations, reports, drawings, specifications, scope narratives, and coordinated computer-aided design representations.
  • Work with the Design Manager on design-process activities, including resolving technical design issues, issuing design non-compliances and field non-conformances, processing requests for information, coordinating shop-drawing reviews, approving factory and site acceptance tests, coordinating material and mock-up approvals, interpreting reports and specifications, participating in testing and commissioning, and managing punch-list activities.
  • Work with the Design Manager to manage the Design Review Team process through all design phases, including significant design changes during construction.
  • Monitor and lead permitting activities required by the design team and contractor.
  • Become thoroughly familiar with contractual obligations and technical aspects of facilities to be constructed.
  • Ensure work is performed and inspected according to the latest Los Angeles World Airports Design and Construction Handbook, plans, specifications, approved changes, submittals, and requests for information.
  • Work with designers, contractors, and stakeholders to plan construction activities and identify critical milestones and priorities.
  • Prepare progress reports on pre-construction activities for senior management.
  • Review change proposals for contractual compliance and fair-market-value alignment.
  • Review pay applications to verify completed work and compliance with contract requirements.
  • Devise and execute action plans to address potential cost overruns, delays, and significant scope changes.
  • Ensure Task Orders and Change Orders are documented and administered properly.
  • Participate in coordination meetings with designers, contractors, and stakeholders.
Desired Qualifications
  • Airport project experience is preferred.
  • Ability to work in computer-aided design or Revit is preferred.
  • A master's degree is preferred.
  • Relevant professional licensure or certification is strongly preferred, including AAAE, LEED, PE, PMP, or AICP.
