PURPOSE OF THE JOB
The purpose of the Manager of Payroll is to oversee the timely and accurate administration of the end-to-end payroll process for four ICW Group companies in multiple geographic areas in a manner that supports Team Member satisfaction and complies with all wage and hour and other legal requirements. This role involves managing the payroll team, implementing efficient processes, and working closely with HR and finance departments to ensure accurate and timely payroll operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversees the Payroll process for all ICW Group Companies.
Oversees all aspects of payroll management including the routine payroll processing, tax and benefits compliance and reporting.
Stays current with industry best practices, payroll technologies, and changes in relevant legislation to ensure the team’s payroll processes remain cutting-edge and compliant.
Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including team member timesheets, salaries, benefits, garnishments, taxes, and other deductions.
Prepares and maintains accurate records and reports of payroll transactions.
Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
Fosters a collaborative working environment, working closely with HR, finance, and other departments to ensure seamless payroll operations.
Drives process improvements in Workday, focusing on efficiency, cost reduction, and employee experience, while documenting and maintaining SOPs, ensuring they meet best practice standards and are regularly updated.
Processes and tracks other payroll-related items including auto usage, moving allowances, education reimbursement, bonuses, stock options, special payments, deductions, and recurring imputed income transactions that arise for each payroll period.
Creates and distributes applicable bi-weekly payroll reports to Finance.
Reconciles payroll account for tax liability and wage summaries biweekly, monthly, quarterly, and annually.
Initiates processes and sets up ICW companies as employers in new states, completing required paperwork and securing tax id.
Establishes and posts annual payroll period and holiday calendars.
Processes payroll-related documents and responds to state disability, unemployment, and employment verification requests.
Administers annual end of year and W-2 processes ensuring accurate, complete data is provided within the established legal deadlines.
Prepares and processes off-cycle payrolls and manual checks as needed for new hires, terminations, bonuses, or other payments.
Responds to payroll-related inquiries and resolves concerns. Maintains employee confidence and protects payroll operations by keeping information confidential.
Works with the HRIS team to maintain payroll systems, ensure data integrity and implement system upgrades and enhancements.
SUPERVISORY RESPONSIBILITIES
Supervises employees within the HR payroll team and carries out supervisory responsibilities in accordance with company policies and applicable laws. These responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; conducting performance and salary reviews; rewarding and disciplining employees; addressing complaints and resolving problems; coaching, mentoring, and developing Team Members to further their skills and knowledge; creating and monitoring development plans; setting performance expectations/goals; forecasting staffing needs and planning for peak times and absences; enforcing department policies and procedures.
EDUCATION AND EXPERIENCE
High school diploma or GED required. Associate’s degree in HR, Payroll or Accounting preferred. Additional experience may be considered in lieu of degree.
Minimum 7 years of payroll experience with at least three years working in a multi-state employer environment required;.
Experience working within Workday for payroll processing required.
Supervisory experience preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
APA Certification/membership preferred.
KNOWLEDGE AND SKILLS
Demonstrated knowledge of Payroll processing and timekeeping best practices, basic accounting principles, California and federal wage and hour law.
Competent in the use of Microsoft Word, Microsoft Excel, and Microsoft Outlook.
Demonstrated proficiency in using HRIS, Payroll and Timekeeping systems, experience with Workday and ADP software.
Detail oriented; reliable; strong ability to initiate and execute tasks; proficient in working with numbers and performing arithmetic calculations.
Ability to handle sensitive and confidential information.
Solid knowledge of all payroll compliance laws.
Excellent oral and written communication skills.
Ability to manage and lead staff to excellent performance.
PHYSICAL DEMANDS
Office environment – no specific or unusual physical or environmental demands and employees are regularly required to sit, walk, stand, talk, and hear. The position frequently requires employees to reach with hands and arms. This position requires more than 80% computer use.
WORK ENVIRONMENT
This position operates in an office environment and requires the frequent use of a computer, telephone, copier, and other standard office equipment. The noise level in the work environment is usually moderate.

The current range for this position is
$99,166.86 - $167,238.07
This range is exclusive of fringe benefits and potential bonuses. If hired at ICW Group, your final base salary compensation will be determined by factors unique to each candidate, including experience, education and the location of the role and considers employees performing substantially similar work.
