STV hosts engineering design challenge for New York City students in partnership with Salvadori Center and NCSEA. Published August 21, 2026 STV recently welcomed students from Vanguard High School to its New York City office for a hands-on engineering design challenge, continuing the firm's longstanding commitment to inspiring the next generation of science, technology, engineering, arts/architecture and mathematics (STEAM) professionals. Hosted in partnership with the Salvadori Center and the National Council of Structural Engineers Associations (NCSEA), the event gave students the opportunity to explore structural engineering principles through a real-world design exercise. The program was part of a pilot initiative led by the Structural Engineers Association of New York (SEAoNY) to test a new educational kit designed to introduce high school students to careers in structural engineering. Working in teams, students transformed concept sketches into completed tower designs using provided materials. Their structures were evaluated against engineering criteria that mirrored real-world challenges, including height requirements, load capacity and resistance to simulated earthquake forces. Throughout the activity, STV professionals shared insights into the engineering process and the critical role structural engineers play in designing safe, resilient infrastructure and buildings. "Programs like this allow students to experience the engineering design process firsthand and show them that STEAM careers can be both creative and impactful," said Jithu Alexander, PE, an associate and structural engineer at STV. "Watching these students collaborate, test ideas and refine their designs demonstrated exactly the curiosity and critical thinking our industry depends on." The program builds on STV's ongoing partnership with the Salvadori Center, a nonprofit that delivers hands-on, project-based educational programs connecting K-12 students with architecture, engineering and the built environment. Through this collaboration, STV has supported a range of educational and workforce development initiatives to expand awareness of careers in the architecture, engineering and construction industry. Previous efforts have included conducting a career day for students at PS 386 in Manhattan and hosting career development workshops at STV's New York City office, where students engaged directly with engineers, architects and planners to learn about career pathways across the industry. The team also partnered with the Salvadori Center and the New York Building Congress to help redesign and build a new classroom space at a New York City Housing Authority (NYCHA) community center, creating an enhanced learning environment for local students.
First East River Tunnel tube reopens following major New York rehabilitation. 21/08/2026. Amtrak has reopened Line 2 of New York's East River Tunnel following the completion of the first major phase of the USD1.6 billion rehabilitation programme, restoring passenger services through a comprehensively rebuilt section of one of the busiest railway tunnel systems in North America. The reopening, announced by Amtrak on 17 August, follows approximately a year of intensive construction inside the 116-year-old tunnel. Line 2 has undergone extensive demolition and reconstruction, including replacement of track, power, communications and drainage infrastructure together with major structural and safety improvements. The East River Tunnel comprises four separate tubes linking New York Penn Station in Manhattan with Queens and the Northeast Corridor towards New England. Opened in 1910, the tunnels are used by around 450 Amtrak, Long Island Rail Road (LIRR) and NJ TRANSIT trains every day and provide an important connection to Sunnyside Yard in Queens. Two of the four tubes, Lines 1 and 2, require comprehensive rehabilitation after being inundated by salt water during Superstorm Sandy in 2012. The flood caused long-term deterioration to electrical, signalling, track and structural infrastructure, resulting in the decision to undertake a full reconstruction of the affected tubes. The rehabilitation strategy involves taking one tunnel tube out of service at a time, removing its existing infrastructure back to the concrete tunnel liner and rebuilding the railway and associated systems. Keeping the other three tubes operational has allowed Amtrak, LIRR and NJ TRANSIT services to continue during construction. The scale of the work completed in Line 2 has been substantial. Amtrak reports that crews removed and replaced more than 24,000 ft (7.3 km) of rail, 8,000 tonnes of ballast, 8,000 wooden rail ties and 20,000 cubic yards (approximately 15,300 cu m) of bench-wall concrete. New bench walls have been constructed in a modern high-low configuration, improving emergency access and providing new routes for electrical and communications infrastructure. The project also replaces the original ballasted railway with a modern direct-fixation track system incorporating improved drainage. Other improvements include repairs to the concrete tunnel liner and new traction-power, overhead contact, signalling, lighting, communications and fire-life-safety systems. New drainage infrastructure is intended to increase resilience against future water-related incidents while reducing maintenance requirements. The main construction contract was awarded by Amtrak in 2024 to the Skanska E-J ERT Joint Venture, comprising Skanska and E-J Electric Installation Co. The construction contract was reported at approximately USD637 million. A joint venture between STV Inc. and Naik Consulting Group is providing construction management services, supporting Amtrak with contractor management, document control, programme and budget oversight and community engagement. Jacobs Engineering Group has also provided design-development support for the rehabilitation and systems improvements. The overall East River Tunnel Rehabilitation Project is valued at approximately USD1.6 billion. Funding is primarily being provided through a USD1.26 billion Federal Railroad Administration grant, with the remaining funding contributed by Amtrak, the Metropolitan Transportation Authority and NJ TRANSIT. Attention will now move to Line 1, the second Sandy-damaged tunnel. Amtrak says the second and final major phase will begin during autumn 2026 and will involve essentially the same comprehensive reconstruction undertaken in Line 2. Additional infrastructure-hardening work is being carried out before the closure to reduce the potential for failures elsewhere in the tunnel system while only three tubes are available. The overall East River Tunnel Rehabilitation Project remains within its USD1.6 billion budget and scheduled for completion by the end of 2027. Once both tubes have been reconstructed, Amtrak expects the modernised infrastructure to support passenger railway operations for another century. The East River Tunnel programme forms part of a much wider investment programme affecting rail and tunnelling infrastructure around New York and New Jersey. Other major schemes progressing in the region include the Hudson Tunnel Project, Portal North Bridge, Penn Station Access and the planned transformation of New York Penn Station.

Heath hires new city engineer with more than 20 years of experience. John Hernandez has managed multimillion-dollar projects for state and local government agencies. * Herald-Banner Staff Report * Aug 11, 2026 Updated 1 hr ago HEATH - The City of Heath has hired John Hernandez as its new city engineer - adding more than two decades of experience in transportation, public works and infrastructure projects as the city continues to plan for growth. Hernandez has managed multimillion-dollar projects for state and local government agencies and is a licensed professional engineer in Texas, California and Oklahoma. He also is a registered professional land surveyor in Texas and California. As city engineer, Hernandez will oversee engineering work related to Heath's roads, utilities and other public infrastructure. "We are pleased to welcome John to our team," City Manager Steven Alexander said. "As the City of Heath continues to invest in critical infrastructure to support our community, John's experience and collaborative approach will help ensure that we deliver high-quality projects on time and within budget to serve our residents today and for generations to come." STV appoints Jim Mueller as national water utility management leader. Published July 29, 2026 NEW YORK, NY - STV today announced that Jim Mueller, PE, has joined the firm as national utility management market leader and senior client services manager. In this role, Mueller will lead client engagement for the firm's water operating group across the Northeast and advance STV's utility management services. He will help clients deliver more resilient and efficient water, wastewater and stormwater infrastructure by integrating utility planning, design and operations. Mueller's appointment comes as utilities nationwide confront aging infrastructure, climate risk and pressure to balance affordability with system reliability. In the Northeast, legacy infrastructure, dense urban conditions and complex governance are complicating how utilities access funding and deliver long-term upgrades. "Utilities are shifting from capital delivery to long-term system performance," said Chris Haney, PE, president of the Water operating group at STV. "Jim's experience across planning, design, construction and utility operations gives our clients a leader who understands how to move critical infrastructure programs from strategy through commissioning while balancing technical, financial and stakeholder priorities." Mueller brings more than 33 years of experience leading complex water and wastewater systems through capital investment, operations, regulatory compliance and long-term planning. Most recently, Mueller served as executive director of the Passaic Valley Water Commission, New Jersey's largest public water utility, where he was responsible for treating and distributing more than 100 million gallons of drinking water per day to more than 800,000 people across northern New Jersey. There, he advanced a $900 million, five-year capital program and modernized the planning and development of new data management systems and dashboards that increased transparency and efficiency in water quality and management. He previously spent over two decades at the New York City Department of Environmental Protection, managing the city's combined sewer overflow and wet weather programs. His NYCDEP portfolio included major programs such as the $7 billion CSO construction program, $1.1 billion in nitrogen upgrades, $2.5 billion in state-of-good-repair improvements, the Croton Water Filtration Plant and the Newtown Creek secondary treatment upgrades.
