Job Description
Job Summary
The Oklahoma Broadband Office is seeking a highly organized and detail-oriented Program Analyst to join our team. This role is critical in supporting the implementation and management of the Broadband Equity, Access, and Deployment (BEAD) program administered by the National Telecommunications and Information Administration (NTIA). The Program Analyst will be responsible for understanding all facets of the BEAD program, overseeing the BEAD Challenge Process, assisting in the creation of the BEAD Application Primer, and supporting the BEAD Subrecipient Selection Process.
Key Responsibilities
BEAD Program Oversight:
- Develop a comprehensive understanding of the BEAD program, including its objectives, guidelines, and compliance requirements as set by the NTIA and included in Oklahoma’s approved Volume 1 and Volume 2.
- Monitor program performance and ensure that all activities align with BEAD program requirements and objectives.
BEAD Challenge Process Management:
- Oversee and coordinate the BEAD Challenge Process, including the evaluation of challenge submissions and resolution of challenges related to broadband deployment.
- Collaborate with stakeholders to ensure timely and effective resolution of challenges and maintain transparent communication throughout the process.
- Analyze challenge data and prepare summaries and recommendations for program improvements.
Creation of BEAD Application Primer:
- Assist in the development and refinement of the BEAD Application Primer, which provides guidance and instructions for applicants seeking BEAD program funding.
- Ensure the primer is clear, comprehensive, and aligns with NTIA guidelines and best practices.
- Work with stakeholders to incorporate feedback and address any issues identified in the application process.
Subrecipient Selection Process:
- Support the BEAD Subrecipient Selection Process by coordinating evaluation procedures, reviewing applications, and ensuring compliance with program criteria.
- Assist in the development of selection criteria and evaluation metrics to assess the suitability of potential subrecipients.
- Provide recommendations based on the evaluation of subrecipient proposals and ensure a transparent and fair selection process.
Reporting and Documentation:
- Prepare detailed reports on program activities, including the status of the BEAD Challenge Process, application primer development, and subrecipient selection.
- Maintain accurate records of all program-related documentation, including application submissions, challenge resolutions, and selection outcomes.
- Develop presentations and briefings for internal and external stakeholders on program progress and key findings.
Level Descriptor
- Minimum of 3 years of experience in program management, project management, or a related role, preferably within a government or public sector environment.
- Strong understanding of federal grant programs, particularly the BEAD program and NTIA guidelines.
- Experience with program evaluation, application processes, and stakeholder management.
- Excellent organizational, analytical, and communication skills.
- Proficiency in Microsoft Office Suite and other relevant software for data analysis and reporting.
Knowledge, Skills, Abilities and Competencies
- Familiarity with broadband infrastructure projects and related regulatory requirements.
- Experience working with government grant processes and compliance standards.
Education and Experience
- Bachelor’s degree in Public Administration, Business Administration, Communications, or a related field. Relevant certifications or advanced degrees are a plus.
