Requirements
  • A bachelor's degree from an accredited university in Business Management or a related discipline plus two years of purchasing, subcontracts, or related experience, or six years of such experience in lieu of a degree.
  • Must be able to obtain and maintain a security clearance and access to the local Arnold Engineering Development Complex network.
  • Must be a current U.S. Citizen.
  • Must wear company-issued Personal Protective Equipment in accordance with supervisory direction and company policy.
Responsibilities
  • Gather and compile data essential to the formation and administration of subcontracts.
  • Perform bidder prequalification, bid solicitation, bid analysis, negotiation, and award of subcontracts, including engineered material and equipment installation subcontracts and master and basic ordering agreements.
  • Review scope requirements prepared by the requisitioning organization.
  • Administer subcontracts, including change management, invoicing, performance monitoring, coordination with internal technical representatives, and close-out.
  • Communicate with subcontractors to achieve required services and meet project needs.
  • Review labor requirements such as the Service Contract Act and Davis-Bacon Act, monitor subcontract performance, and resolve invoices and non-conformances.
  • Conduct investigations and inquiries into specific subcontract problems and assist with claims research.
  • Maintain working relationships with project subcontract personnel, project discipline personnel, and subcontractors involved in assigned tasks.
  • Prepare, maintain, and monitor project bidder lists, ensuring input is received from acquisition functions and operational groups.
  • Form, issue, administer, and close out subcontracts, including blanket orders, and resolve discrepancies.
  • Direct negotiations for subcontract commitments following review and approval of the proposed negotiating plan by the designated supervisor.
  • Monitor requirements associated with the Service Contract Act, Davis-Bacon Act, risk, and liability.
  • Perform other related duties as required.
Desired Qualifications
  • Basic understanding of the Federal Acquisition Regulation.
  • Proficiency and experience in the formation and administration of subcontracts.
  • Proficiency in all phases of subcontracts, including communicating effectively with suppliers and subcontractors, bidder prequalification, preparation of bidder lists, compilation of bid requests, applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
  • Proficiency in administering commitments, monitoring subcontractor performance, applying associated labor laws, and resolving claims and disputes.
