Requirements
  • An undergraduate degree in engineering or another related discipline with a focus on water resources is required.
  • The candidate must be eligible to hold a valid license from the relevant provincial Professional Engineering Association.
  • The candidate must have 10 or more years of relevant experience in a consulting environment on water resources engineering projects.
  • The candidate must have experience with water resources projects including urban drainage systems, hydrotechnical engineering, and stormwater management.
  • The candidate must have experience with analysis, infrastructure design, and construction administration.
  • The candidate must have experience in water resources and civil engineering projects in western Canada.
  • The candidate must have business development and proposal preparation and submission management experience.
  • The candidate must demonstrate communication, report writing, organization, and interpersonal skills.
  • The candidate must be able to work in a collaborative team environment.
  • The candidate must demonstrate initiative and attention to detail.
Responsibilities
  • Provide senior technical input for delivery of water resource management projects.
  • Provide technical input for complex or unique assignments.
  • Support multidisciplinary projects or programs.
  • Direct, coordinate, and supervise water resources-related activities of engineering and design groups from technical and functional perspectives.
  • Coordinate with cross-disciplines to identify and incorporate data pertaining to hydrologic and hydraulic parameters, system connectivity, discharge points, project constraints, and implementation considerations.
  • Undertake hydrologic and hydraulic modeling, including surface drainage, storm sewer networks, dual drainage systems, sanitary sewer networks, and combined sewer systems.
  • Interpret simulation results to assess capacity, identify system deficiencies, and evaluate improvement alternatives.
  • Apply monitored and statistical data to models to simulate return-period and continuous scenarios and to calibrate and validate results.
  • Provide guidance to field staff undertaking data collection.
  • Provide project engineering and technical expertise, calculations, and design input to stormwater management and drainage systems.
  • Lead conceptual and detailed design of drainage and stormwater management infrastructure.
  • Undertake studies, assessments, modeling, preliminary and detailed design, cost estimates, specifications, and input to contract documents.
  • Complete project planning, technical evaluations, studies, preliminary design, final design, and services during construction.
  • Analyze alternatives, implementation methods, and costs as part of study evaluations.
  • Fulfill project plans in accordance with established scopes of work, budgets, and schedules to execute projects.
  • Develop new or novel concepts and approaches and recommend major design changes.
  • Contribute to the career development of junior staff through technical direction, training recommendations, coaching, and mentoring.
  • Lead preparation of project proposals and presentations.
  • Engage with clients to identify potential opportunities and strategic priorities.
  • Pursue self-development and ongoing learning to remain knowledgeable about industry best practices and advancements in drainage design.
  • Contribute to Dillon's corporate profile through participation in professional associations and committees.
  • Contribute to the career advancement of junior staff through technical direction, training recommendations, coaching, and mentoring.
  • Align with Dillon's Health and Safety commitment through ongoing engagement with Health and Safety processes and active identification and reporting of hazards.
Desired Qualifications
  • Proficiency with XP/PCSWMM, HEC-RAS/HMS, and related computer models.
  • Experience with dams, hydraulic structures, erosion protection, or mine water management.

Carmen Pavlov April 8, 2026 Malahat Nation Lands and Environment department is pleased to announce the completion of the Watershed Governance Framework project! Malahat Nation Lands and Environment department worked alongside Dillon Consultants to create a Watershed Governance Framework. The Malahat Benchlands and Shawnigan Creek watersheds face pressures including population growth, unsustainable extraction from water bodies, overdevelopment, infrastructure deficits and issues, agriculture, forestry, and mining uses, and pollution. Through investigating governance models that are culturally appropriate and sustainable, Lands and Environment worked to develop a framework that helps guide the protection and restoration of Malahat's watersheds. Guiding principles that influenced this document include: long-term benefit to the Nation, respect for culture and customs, innovation, preservation and protection, ecosystem-based management, sustainability, cooperative relationships, self-sufficiency, and opportunities for Malahat members.
