Requirements
  • Ten years of compliance experience in a risk management, compliance, or internal control-related function in financial services or financial technology.
  • Three years of multistate compliance experience in the financial industry.
  • Experience working with merchants or providers.
  • Demonstrated ability to construct, develop, deliver, and manage compliance programs and product controls in a fast-paced industry.
  • Demonstrated understanding of regulated versus unregulated business models, anti-money laundering checks and protections, and related regulatory requirements.
  • Demonstrated ability to uncover root causes and key risk trends from a wide variety of data sources and create detailed action plans to improve fraud and anti-money laundering risk.
  • Experience managing others and reporting to executive-level supervisors.
  • Experience with money transmission and alternative payment types, including channels.
Responsibilities
  • Create and maintain the payment enterprise compliance program and develop policies for the Governance, Risk & Compliance team.
  • Serve as the primary contact and manage all regulatory, internal, sponsor bank, third-party audits, and independent reviews.
  • Develop and implement internal controls, policies, procedures, and training to ensure compliance with applicable laws, corporate standards, state-specific regulations, and anti-money laundering and Bank Secrecy Act requirements.
  • Work cross-departmentally to ensure comprehensive company compliance for new and existing payment initiatives.
  • Conduct reviews of contracts, websites, and marketing materials for compliance-related content and disclosures.
  • Work with Fraud and Product teams to complete comprehensive Know Your Customer and Office of Foreign Assets Control policies and information-sharing procedures.
  • Monitor changes to state and federal regulations, Visa and Mastercard rules, National Automated Clearing House Association rules, licensure requirements, and third-party requirements.
  • Respond to compliance inquiries from internal and external partners.
  • Develop, lead the acquisition of, and maintain all state licensing regulatory obligations, including yearly audits and updates.
  • Define roles for compliance teams and assist in transitioning fraud, risk, and compliance into separate standalone departments.
  • Carry out risk assessments and compliance reviews to ensure policies and procedures are followed.
  • Work directly with Human Resources on payments compliance training and team development.
  • Ensure compliance issue remediation and change management are sufficient and timely; review action plans and remediation documentation to support event closure; participate in root cause analysis and identify customer experience improvement activities.
  • Ensure compliance with the Financial Crimes Enforcement Network, including maintaining registration and compliance obligations as a money services business; maintain applicable suspicious activity report, suspicious incident report, and Office of Foreign Assets Control reporting procedures.
  • Ensure appropriate oversight from the Compliance Risk Committee, Payments Risk and Compliance Committee, and Audit Committee, and ensure risk committees receive early visibility into emerging risks and information needed for sound decisions.
Desired Qualifications
  • Certified Anti-Money Laundering Specialist, Certified Fraud Examiner, or equivalent certification.
