Requirements
  • A degree in Computer Science, Geography, Surveying, Science, Engineering, or a related field is required.
  • Completion of a one-year technical program in GIS is required.
  • A minimum of 1-3 years of professional experience, preferably in the consulting industry, or equivalent technical program experience is required.
  • Demonstrated ability to use Environmental Systems Research Institute (ESRI) GIS software, including ArcMap, ArcGIS Pro, and ArcGIS Online, is required.
  • Report writing, organization, and interpersonal skills are required.
  • Candidates must be versatile, adaptable, and willing to conduct a variety of tasks.
  • Candidates must be proficient in data compilation, relational database design, and extract, transform, and load (ETL) processes.
  • Candidates must understand spatial analysis, spatial statistics, remote sensing, and ESRI analysis tools, including Network Analyst, Spatial Analyst, and 3D Analyst.
  • Candidates must demonstrate ability in multidisciplinary project teamwork and coordination.
  • Candidates must be proficient in writing technical reports.
  • Strong interpersonal, verbal, and written communication and organizational skills are required.
Responsibilities
  • Collaborate with multidisciplinary project teams including planners, engineers, scientists, and technologists.
  • Contribute to the development and management of existing and innovative technical systems, standards, and procedures to maintain efficiency and quality in products and services.
  • Provide GIS technical support for GIS components of operational projects, including data management, spatial analysis, and visualizations using GIS and data management software such as ArcGIS, Tableau, and Power BI.
  • Provide innovative and efficient web tool architecture and design for use across multidisciplinary areas.
  • Apply programming and coding skills to assist with project and data resolution management, enhance web applications through additional functionalities and components, and develop automated reporting tools.
  • Develop, implement, and maintain coding procedures and policies for GIS web applications throughout the development life cycle, including ArcGIS Enterprise and ArcGIS Online, while ensuring adherence to organizational standards and user requirements.
  • Test, review, analyze, optimize, and monitor Web GIS Portal systems, tools, and internal processes to improve efficiency and effectiveness and maintain functionality and performance.
  • Research and assess GIS software solutions to enhance the development and management of technical systems, tools, and applications.
  • Commit to self-development and ongoing learning and professional development.
  • Contribute to Dillon’s corporate profile through active participation in professional associations and committees.
Desired Qualifications
  • Experience designing custom data collection tools and models with automated reports.
  • Experience using statistics and machine learning principles to manipulate data and present results from large datasets.
  • Experience developing mobile applications using Survey123, Collector, and Field Maps, and developing ArcGIS Online web applications.
  • Working knowledge of AutoCAD, Pix4D, Power BI, CityEngine, Python, ArcPy, JavaScript, and Arcade.

Watershed Governance Framework - complete! Carmen Pavlov April 8, 2026 Malahat Nation Lands and Environment department is pleased to announce the completion of the Watershed Governance Framework project! Malahat Nation Lands and Environment department worked alongside Dillon Consultants to create a Watershed Governance Framework. The Malahat Benchlands and Shawnigan Creek watersheds face pressures including population growth, unsustainable extraction from water bodies, overdevelopment, infrastructure deficits and issues, agriculture, forestry, and mining uses, and pollution. Through investigating governance models that are culturally appropriate and sustainable, Lands and Environment worked to develop a framework that helps guide the protection and restoration of Malahat's watersheds. Guiding principles that influenced this document include: long-term benefit to the Nation, respect for culture and customs, innovation, preservation and protection, ecosystem-based management, sustainability, cooperative relationships, self-sufficiency, and opportunities for Malahat members.
