Requirements
  • Active Top Secret/SCI (TS/SCI) with Polygraph security clearance required. Must be SCI eligible if no current SCI.
  • BA/BS degree in field related to National Security, cybersecurity, Information Technology (IT), or computer science with 12 years’ prior experience within Cyber operational community in any capacity or Master’s Degree with 10 years of prior relevant experience.
  • Five or greater years’ relevant and recent experience supporting Joint Fires within the cyberspace operations community.
  • Five or greater years’ relevant and recent experience in providing subject matter expertise in Joint or service-specific Fires coordination in support of military organizations and COCOM Joint Fires efforts.
  • Intimate familiarity with military operations including phases of planning, approval, and execution.
  • Extensive knowledge of Joint Fires tactics, techniques, and procedures and appropriate Joint Fires doctrine.
  • Broad knowledge of Blue-space Cyber capabilities and demonstrate understanding of available Cyber infrastructure or platforms to conduct range of CO.
  • Knowledge of CO intelligence support needs, topics, and focus areas.
  • Knowledge of computer networking fundamentals as well as concepts, terminology, and operations of a wide range of communications media (computer and telephone networks, satellite, fiber, wireless).
  • Able to execute the Joint Operations Planning Process (JOPP) to support in operational-level planning.
  • Demonstrated expertise in targeting cycles, rules of engagement, and the legal aspects of employing cyber effects in support of joint operations.
  • Project management experience (e.g., responsible for handling project scope, cost, resources, risk, and schedule).
  • Ability to support timely, accurate, relevant analytical production, to include documents, summaries, issue papers, talking points, and briefings.
  • Ability to effectively translate complex technical information related to CO to language accessible to both highly technical and general audiences.
  • Demonstrated proficiency working in a fast-paced collaborative environment, ability to proactively multi-task and meet short deadlines.
  • Strong interpersonal, critical thinking, and communication skills, including the ability to clearly convey complex and technical data to nontechnical consumers.
  • Able to work across Department of Defense and Intelligence Community agencies to support organizational goals.
Responsibilities
  • Support and drive Cyber Operations (CO) by ensuring alignment within broader Agency mission, objectives, and on-going and planned operations.
  • Lead targeting selection, validation, synchronization, and enable integration during the execution of activities within Cyber Warfare domain as aligned with Agency and sub-element mission objectives.
  • Integrate CO with greater Joint Fires targeting process to ensure CO achieve desired effect supporting USG, DoD, and service-specific objectives.
  • Provide situational awareness to appropriate leadership on planned, on-going, and completed CO and support operational effects reporting process to ensure accountability of actions and to support follow-on operations.
  • Advise appropriate leadership on effective use of CO informed through intimate knowledge of tools, techniques, and tactics that enable CO, and accounting for risks, opportunities, and legal considerations of actions within cyberspace.
  • Demonstrate knowledge of cyber threats and attack methods and techniques emanating from state and non-state adversaries and tiered vulnerabilities within Blue Space as focus of threats.
  • Incorporate continuous feedback and learning loop generated by operational outcomes to drive coordination of Joint Fires planning and execution process.
  • Support coordination of CO across USG, DoD, and allied and coalition partners to ensure unity of effort.
  • Review, approve, prioritize, and submit operational requirements for research, development, and/or acquisition of cyber capabilities.
  • Analyze and assess internal and external partner CO capabilities and tools.
  • Navigate organizational structure as it pertains to full spectrum CO, including the functions, responsibilities, and interrelationships among distinct internal elements.
  • Integrate and synchronize intelligence support activities with operational planning and execution timelines.
  • Communicate complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means.
Desired Qualifications
  • Project Management Professional (PMP) certification or like certification provided by USG or military service.
  • Joint Professional Military Education, Phase II (JPME II) graduate, or civilian equivalency.
  • Formal training within field of Cyber Warfare and Joint Operations.
  • Familiar with art of Data Science and applicability to CO.
  • Familiar with Microsoft Power BI data visualization software.
  • Formal training as Joint Fires planner and integrator.
  • Graduate of service-level Fires professional education.
  • Prior experience within DoD on 2-Star level or higher staff within G-J3/5/7 as Fires planner and integrator.
  • Intimate familiarity with Agency organizational structure and mission.
  • Prior experience supporting Joint operations across multiple warfighting domains.
  • Desired Certifications: DoD 8570 IAT Level II (CCNA Security, COMPTIA CySA+, COMPTIA Security + CE, GICSP, GSEC, SSCP).
