PATH is eagerly seeking qualified social services professionals with experience in quality assurance, compliance or program development to join our Quality Assurance team as a Quality Assurance and Compliance Specialist.
This position is based out of our headquarters in Los Angeles, but supports a portfolio of programs operating in the Santa Barbara and San Jose regions. Accordingly, regular travel throughout the year is required, with an expectation of approximately 6 visits to Santa Barbara annually and quarterly visits to San Jose, for a total of up to 15% travel.
Preference will be given to candidates residing in the Los Angeles region, but qualified candidates residing in the Santa Barbara and San Jose will be also be considered and are encouraged to apply.
ABOUT OUR QAC DEPARTMENT
Our Quality Assurance and Compliance Department (QAC) oversees both contract and programmatic compliance by ensuring standards are outlined and implemented according to internal and external compliance expectations. The QAC supports 11 programmatic departments and over 100 government contracts, collaborating with program teams to develop, implement and analyze program performance to ensure the quality and compliance of PATH programs.
WHAT IS A QUALITY ASSURANCE AND COMPLIANCE SPECIALIST?
Under the supervision of the Associate Director, the Quality Assurance & Compliance (QAC) Specialist provides programs within their assigned portfolio with support in implementation, auditing, risk management, reporting, performance and evaluation. Responsibilities of the QAC Specialist include:

- Support the ramp-up and implementation of new programs, inclusive of behavioral and mental health focused programs.
- Draft and distribute contract summary sheets for all new contracts.
- Ensure existing documents are shared or otherwise created for program use.
- Train staff when needed on new processes and systems.
- Support program directors with project management activities to ensure implementation tasks are completed.
- Maintain expert knowledge of new and existing contracts and provide guidance to program staff to ensure contract compliance.
- Facilitate and coordinate internal and external QA audits of PATH programs.
- Collaborate with program leadership to develop external audit responses and corrective action plans.
- Conduct assessments, site visits, and desk monitoring reviews of internal programs to verify accuracy of records documenting outcomes, compliance with standards, laws, and regulations, and implementation of policies and procedures.
- Compile monitoring findings and finalize and communicate results and recommendations for improvements to systems, procedures, and quality care
WHAT YOU BRING

- Demonstrate ability to analyze problems, perform needs assessments, and adapt broad guidelines to achieve desired results
- Effectively exercise independent judgement within accepted practices and make appropriate recommendations
- Are technology savvy including proficiency with Microsoft Office Suite, especially Word and Excel, and database systems including an HMIS
- Develop effective internal and external business relationships and broker buy-in from all stakeholders
- Have project management experience
- Demonstrate excellent communication and interpersonal skills
- Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment
PREFERRED QUALIFICATIONS
An excellent candidate for this role will:
- Bachelors Degree in a related field.
- Three (3) years of experience in a related job function or industry experience in quality assurance, compliance, or program development.
MINIMUM QUALIFICATIONS

- Knowledge, Skills & Abilities
- Experience with reviewing and monitoring homeless service contracts and programs.
- Proficiency with technology and various software as a work tool, including: - Excellent functional knowledge of Microsoft Office Suite - Mastery of Microsoft Word and Excel - Database systems such as HMIS
- Demonstrated proficiency with data collection, analysis, evaluation, and reporting.
- Experience with monitoring local, state, and federally funded contracts and grants.
- Administrative, reporting and troubleshooting experience with homeless services and health records management databases (e.g., HMIS, EHR).
- Project management experience.
MANDATORY REQUIREMENTS
For this role the Quality Assurance & Compliance Specialist must:
- Be able and willing to travel up to 15% of the time to perform work duties in the San Jose and Santa Barbara regions
- Be able and willing to work flexible hours which may include evenings or weekends
- Have employment eligibility verification
- Have or be able and willing to obtain CPR/First Aid training

DRIVING
Driving is an essential function of this position. To meet the employment requirements for this role, all candidates must:

- The ability to qualify for PATH’s insurance coverage
