Requirements
  • At least 8 years of relevant professional experience.
  • At least 4 years of experience with state Medicaid Enterprise Systems on the government or contractor side.
  • Expertise in Medicaid Information Technology Architecture (MITA).
  • Expertise in building secure, compliant software and minimizing vulnerability risk.
  • Demonstrated experience building and maintaining complex, scalable systems, shaping system design, and contributing to architectural decisions.
  • Demonstrated experience evaluating the design and scalability of complex, multi-component systems, including the architecture and risks of application programming interfaces, databases, and data pipelines.
  • Ability to write high-quality, working, reusable code.
  • Advanced proficiency in modern software development languages and systems sufficient to assess the quality and soundness of architecture and code.
  • Proven ability to communicate technical complexity clearly and effectively to diverse stakeholders.
  • Ability to operate independently in ambiguous environments, identify high-impact work, and execute it.
  • Expertise in information security and security risk-management frameworks used by state and federal governments.
  • Experience working in government consulting engagements.
  • Must work from the United States and have legal authorization to work in the United States without ongoing visa sponsorship.
  • Independent contractors must have been United States residents for 3 of the past 5 years.
  • Independent contractors cannot reside in New York.
  • Must complete the required Public Trust background-investigation process, including the applicable Standard Form 85 or 85P questionnaire and fingerprinting.
  • May be required to provide a business or professional license and insurance certificates demonstrating the ability to work as an independent contractor.
  • Must be flexible with working hours when residing outside the Eastern Time zone.
  • This is a 1099 independent-contractor role, and the contractor is responsible for taxes and benefits.
Responsibilities
  • Explain Medicaid Enterprise System complexities to experts in other domains.
  • Communicate technical information clearly and effectively by creating diagrams and writing brief, clear descriptions.
  • Build trust with teammates, clients, and interviewees so they can communicate concerns and challenges plainly.
  • Assess architectural decisions, identify divergences from sound practice, and contribute to documentation and diagrams as needed.
  • Collaborate to break ambiguous or complex goals into concrete, feasible steps.
  • Participate in discussions with internal and external stakeholders.
  • Obtain buy-in from teammates, team leads, government stakeholders, and other relevant parties so necessary work is completed.
  • Anticipate and proactively provide information needed by other practices and disciplines.
  • Anticipate the needs of state-government partners and users and communicate with them proactively.
  • Influence research questions, assess complex system architecture, participate in interviews, and evaluate potential opportunities for change.
  • Analyze factors that cause Medicaid Enterprise System modernization projects to exceed budgets and underdeliver.
  • Make clear, effective recommendations in partnership with the team.
Desired Qualifications
  • Experience working with a social-impact-focused product team or in civic technology.
  • Experience working with distributed, cross-functional teams including product managers, designers, engineers, and subject-matter experts.
  • Personal experience with government health and human-services programs.
  • Working knowledge of Medicare, the Affordable Care Act, MACRA, Medicaid, or CHIP.
  • Familiarity with Scaled Agile Framework and agile methodologies.
  • Experience working with or integrating legacy systems.
  • Experience working on large-scale applications and systems.
