Requirements
  • Must be a U.S. citizen and possess an active U.S. Department of Defense Secret clearance.
  • A bachelor's degree is required; five additional years of professional experience may be considered equivalent.
  • Requires 5–7 years of experience, including 5 years supporting government organizations.
  • Fluent use of Microsoft Office tools, including Outlook and SharePoint, is required.
  • Knowledge of ship and bridge systems, procedures, and operations is required.
  • Must be able to obtain and maintain access to NDE, including the Afloat Master Planning System and Navy Modernization.NET; NEPS for PARM/Funding for PMS 443; ISEE for PMS 443 and NSWCPD SCS; ADVANA, JUPITER, FOUNDRY, and Flankspeed SharePoint.
  • Must be within commuting distance and able to report to the Washington Navy Yard customer site as needed, sometimes on short notice.
Responsibilities
  • Provide subject matter expertise in planning and executing the Surface Ship Sustainment, Ship Control System Program.
  • Analyze financial documents and identify discrepancies.
  • Analyze ship availability schedules and interpret key milestones.
  • Communicate across multiple functions, roles, and organizations.
  • Apply risk management to schedule, cost, and obsolescence.
  • Ensure customer requirements and objectives are met and keep leadership informed of key issues that may affect the project or results.
  • Use SharePoint Systems, Microsoft Teams, Power Query, Power Automate, Power BI, Microsoft Excel pivot tables, Microsoft PowerPoint graphics and charts, Microsoft Planner, and Microsoft Lists.
  • Compile information and data from multiple sources to develop a complete financial picture of allocations, cost expenditures, and spend plans.
  • Provide engineering subject matter expertise and technical and managerial direction for defining problems, analyzing issues, developing requirements, and implementing Ship Control Systems for Navy surface warships.
  • Recommend and advise clients on system development, improvements, optimization, and support efforts for hardware and software used in future fielded systems and system updates.
  • Provide subject matter expertise on acquisition projects, system sustainment, modernization, and lifecycle costs.
  • Develop and lead a team of engineers and analysts to meet or exceed customer requirements.
