  • At least five years’ experience in two or more of the following specializations: a) Business requirements and business flow development and facilitation | b) System / IT infrastructure security | c) Legacy system languages (e.g., COBOL) | d) Current system languages (e.g., JAVA, .NET) | e) System/User test management and execution | f) System architecture design | g) Service Oriented Architecture (SOA) | h) Database design and development
  • At least five years IV&V experience on large, complex software development and systems implementation projects applying Client Organizations requirements, policies, guidelines including but not limited to the Chief Information Officer OCIO Policy 132
  • Ability to prepare high quality formal written documentation addressing complex technical concepts for a non-technical audience

  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations
Responsibilities
  • Attend required meetings with the project steering committee(s), agency leadership, project teams, and other stakeholders as required
  • Communicate and collaborate effectively with project staff and customers to solve complex issues
  • Develop and deliver anomaly reports reviewing specific processes, work products, deliverables, or other project attributes offering an assessment of their soundness, appropriateness, and ability to contribute to project success
  • Develop and deliver comprehensive periodic assessment reports containing results of oversight tasks and recommendations for improvement
  • Assess the quality and compliance with industry accepted practices of the project’s processes, work products, and deliverables
  • Track the response to recommendations made in the reports to ensure the system integrator and/or the client are addressing the risks in order to ensure successful outcomes
  • Help document accomplishments and key Deliverables and meet regularly with project teams, as needed, upon intervals based upon current project activities
  • Lead/oversee/support IV&V Methodology development and refinement in designing the right mixture of manual and automation tests to deliver quality effectively on time and budget to monitor progress against schedule (status and stage of completion), costs, requirements, and project Deliverables in compliance for risk indicators
  • lead/oversee/support Verification And Validation reviews and assessments of client and vendor activities, work products, and deliverables that includes identification of potential risks and recommendations for mitigation
  • Make specific actionable recommendations to address any anomalies or findings reported
  • Participate on or lead a team in review and assessment of the methodologies, processes, plans, tasks, work products, and deliverables produced by a system integration vendor or client implementation team and provide recommendations for improving quality and maximizing business value realization
  • Participate on, or leads a team, conducting oversight and assessment activities for large-scale software development projects
  • Provide IV&V Consultant services during the specific timeframe defined under any authorized SOW
  • Support the client management and stakeholders to plan for and address risks and issues as they occur, in an effort to ensure that the project remains on schedule and within budget
  • The IV&V Consultant interacts with multiple technical and business stakeholders and supports the client in assuring the successful outcome of the systems development/implementation life cycle
Desired Qualifications
  • Project Management Professional (PMP) certification with Project Management Institute PMI (Preferred)
  • A combination of prior quality assurance or project management experience totaling five or more years providing services on information technology IT projects of similar or greater size, risk, and complexity when compared to the project being undertaken
  • A Bachelor's degree in computer science or five (5) equivalent work experience
