Job Description
Basic Purpose:
The Enterprise System Services Director will provide leadership and oversight of the Office of Information Technology (IT) for the Oklahoma Department of Transportation (ODOT). Responsibilities will include direction and oversight of the following areas: Business Services (IT & Print), Content Management, Technology Services, Risk Management, and Geographic Information Systems (GIS). This position is responsible for formulating and delivering ODOT’s overall IT strategy in partnership with the Transportation Chief Technology Officer (CTO), which aligns with the Office of Management and Enterprise Services (OMES). Responsibilities also involve planning and monitoring the IT budget including oversight and compliance with contracts/licensing related to all technology and technology related services, including telecommunication, as well as the vendors delivering and/or s, including oversight and compliance with contracts/licensing related to all technology and technology-related supporting these systems and services. Additionally, this position is responsible for the execution, implementation, and maintenance of ODOT’s Enterprise Data Management (EDM) strategy.
The Enterprise System Services Director will represent the Department on matters related to Information Technology by providing information to the ODOT Commission and other public hearings and meetings as well as serve on industry committees on behalf of ODOT. This position works closely with other leaders across ODOT to set the strategic direction for future Transportation systems, initiatives, and enhancements, aligning technologies throughout IT and Transportation to ensure continuous improvement. The Enterprise System Services Director will work with the Transportation CTO to ensure ODOT follows State IT standards as set by the State (OMES) Chief Information Officer (CIO) as well as State IT security standards as set by the State (OMES) Chief Information Security Officer (CISO). This position will be responsible for planning, collaborating, executing, overseeing, managing, and monitoring to ensure the current initiatives and future innovation are successful and that defined objectives are met. The Enterprise System Services Director will report to the Chief Innovation Officer.
This individual will:
- Be able to lead, mentor, and partner with staff to build strong, cohesive teams; oversee and direct staff to meet strategic objectives through the setting of clear departmental expectations, monitoring tasks, goals, KPIs and SLAs, and providing appropriate mentoring and coaching;
- Oversee the mentorship and creation of professional development plans for all information technology leadership and staff;
- Foster collaborative, cross-functional team relationships across the Transportation agencies along with OMES; encourage a culture of continuous modernization and innovation for IT related initiatives;
- Oversees the creation of a Transportation IT overall strategy, including data governance and change management across ODOT.
- Oversee the utilization of a standard for implementation of processes and procedures that reinforce industry best practices to include: Support and maintenance of applications, both commercial-off-the-shelf (COTS) and in-house developed, as well as hardware related networks and systems.
- Define, design, document and implement standards for infrastructure and telecommunications; ensure alignment of current systems, processes and policies with a strategic IT plan for ODOT;
- Oversee and ensure vulnerability management, security of data, network access, and backup systems through partnership with OMES;
- Oversee and ensure compliance with all applicable regulatory guidelines, contracts, and other agreements related to technology. This includes PCI compliance, software licensing agreements, related services, etc.;
- Oversee IT business continuity and disaster recovery including related portions of ODOT’s Business Impact Analysis (BIA), Business Continuity Plan (BCP), and Disaster Recovery Plan (DRP) and ; ensure each are maintained and practiced per business industry standards;
- Oversee the deployment of EDM for all of ODOT’s data. Collaborate with other state agencies and support data integration where applicable.
- Support and participate in ODOT’s IT Governance and Portfolio. Engage and assist on designated and/or delegated committees as needed.
- Ensures the Office’s participation and compliance with both internal and external audits;
- Create and manage the IT Budget including annual presentations to Executives and monthly presentations to leadership; Monitors expenditures against budgets and works closely with staff to ensure funds are available to meet the needs of the Office. Annually meets with stakeholders in all other Offices and Divisions to ensure their (IT) needs are incorporated into the budget accordingly;
- Oversees and directs the analyzation of IT business processes, ensuring the business has a point of contact to recommend business process improvements utilizing technology solutions;
- Support and promote Transportation objectives and serve as a Change Agent; Have a vision for the implementation of technology and enhanced business processes via an Agile phased implementation approach;
- Participates on committees in IT and the Transportation Industry, such as American Association of State Highway and Transportation Officials (AASHTO) on behalf of ODOT.

Education and Experience:
Bachelor’s degree in computer information systems, Information Systems or Technology Management, Business Administration, or related field and five years of professional experience with responsibilities for management and support of information systems and information technology, including direct management, supervision, and leadership of information technology or an equivalent combination of education and experience substituting one year of relevant professional-level work experience for one year of required education.
Preference:
- Proven success in building, managing and leading IT teams as well as cross-functional teams across an organization(s);
- Proven understanding of IT Infrastructure, Enterprise Systems, Software Development, and Information Security;
- Proven success in building key business relationship with both internal and external stakeholders, including accomplished vendor and partner management;
- Proven success in overseeing and delivering large projects (multiple teams over multiple years) successfully;
- Experience in developing and meeting budgets;
- Extensive experience in managing disparate and multiple teams;
- Excellent written, verbal, and documentation skills;
- Excellent interpersonal and customer service skills;
- Management experience with IT infrastructure is a plus;
- Active working knowledge of Payment Card Industry (PCI) Standards;
- Active working knowledge of IT security and National Institute of Science and Technology (NIST) standards particularly around Cybersecurity.
