Requirements
  • A Bachelor's degree in Urban Planning, Finance and Accounting, Data Science, Computer Science, Business-related fields, Engineering, or Transportation, or a satisfactory equivalent.
  • At least 8 years of total experience.
  • At least 4 years of supervisory experience.
  • Knowledge of finance and budgeting practices.
  • Ability to complete a full background investigation, including employment and education verification.
  • Ability to work outside regular work hours when required.
Responsibilities
  • Use data from internal MTA sources to formulate recommendations regarding Buses Capital Program prioritization.
  • Build reports and visualizations showing capital-program progress and the needs and priorities of the Department of Buses.
  • Use information from C&D, Facilities, the CMO Office, and Bus Technology to develop program synergies and improve capital-resource utilization.
  • Analyze operating data to ensure capital needs address performance gaps caused by state-of-good-repair issues.
  • Liaise with C&D regarding project prioritization, procurements, and delivery.
  • Work with internal stakeholders to align goals and priorities using data and information.
  • Facilitate documentation and approvals for Baselines, PRDCs, Beneficial Use, and Final Acceptance as merited.
  • Partner with operating groups to develop operating-budget impacts and prepare documented D4s, TA, and EFA labor estimates.
  • Use financial-system data to develop cost estimates and review scopes of work for completeness and accuracy.
  • Generate WAR certificates and handle capital-accounting processes as needed.
  • Facilitate communication among operational stakeholder divisions to support efficient deployment of capital resources.
  • Partner with the CMO Office to use data in developing fleet-deployment plans supporting safe, reliable, and cost-effective service delivery.
  • Work with the CMO Office and Bus Technology to communicate priority maintenance and technology needs supported by the capital plan.
  • Observe contractor work when applicable.
  • Review and approve invoices when the work meets contractual standards.
  • Address contractor performance issues when possible and escalate issues when needed.
  • Perform other assigned duties and comply with applicable policies and standards.

  • Proficiency with Microsoft Office Suite.
  • Experience with asset-management software.
  • Experience with Hyperion Financial System.
  • Knowledge of the Capital Project Status Report.
