ProSidian Seeks a Lead Instructional Systems Designer (ISD) / Project Manager | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0009008] for Program Support on a Exempt W2: No Overtime Pay Basis Contract Contingent generally located across the CONUS - Washington D.C Across The Mid Atlantic Region supporting Regional transit authority managing rail, bus, and paratransit services across the DC metropolitan area.

We seek Lead Instructional Systems Designer (ISD) / Project Manager | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0009008] candidates with relevant Government And Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government And Public Services Sector Clients such as WMATA. This as a Contract Contingent or Contract W-2 (IRS-1099) Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation Functional Area / Swim Lane / Category Discipline Professional - WMATA Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

Provide services and support as a Lead Instructional Systems Designer (ISD) / Project Manager [WMATA Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation] in the Government And Public Services Industry Sector focussing on Human Capital Solutions for clients such as Washington Metropolitan Area Transit Authority (WMATA) | Technical Training and Development Division (TTDV) | Safety and Readiness Department Generally Located In CONUS - Washington D.C and across the Mid Atlantic Region (Of Country/World) Working On-Site (Client Site).

Leads multi-workstream effort, manages scope/schedule/cost, governs quality and stakeholder engagement while directing ISD; aligns to senior PM oversight with training portfolio leadership.

RESPONSIBILITIES AND DUTIES - Lead Instructional Systems Designer (ISD) / Project Manager | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0009008]

Oversee instructional systems design for all WMATA TTDV training programs; manage project timelines, coordinate multidisciplinary teams, ensure curriculum alignment with adult learning principles, evaluate training effectiveness, and lead quality assurance for deliverables.. Major Duties and Responsibilities:

Oversee Instructional Design Activities: Lead the end-to-end instructional design process, ensuring that all training materials are grounded in adult learning theory and aligned with Metro’s requirements and technical competencies.

Ensure Alignment with Learning Objectives: Collaborate with SMEs and stakeholders to define clear, measurable learning objectives and ensure all instructional content supports desired performance outcomes.

Manage Project Timelines and Milestones: Develop and maintain detailed project plans, track progress against key milestones, and address risks or delays to ensure timely delivery of training products.

Engage in Proactive Stakeholder Communication: Maintain regular communication with stakeholders to provide project updates, gather feedback, and ensure alignment with strategic training goals and operational needs.

Conduct Quality Assurance Reviews: Implement and oversee quality assurance processes to review instructional materials for accuracy, consistency, accessibility, and instructional effectiveness before deployment.

Coordinate Cross-Functional Teams: Serve as the primary liaison between instructional designers, SMEs and multimedia developers to ensure cohesive collaboration and communication throughout the project lifecycle.

Monitor and Report on Project Performance: Provide regular updates to leadership on project status, resource utilization, and outcomes, using data to inform decisions and continuous improvement efforts.

Support Evaluation and Continuous Improvement: Guide the development and implementation of training evaluation strategies, analyze feedback and performance data, and lead efforts to refine and enhance instructional programs.

Project Management: Serve as the project manager and primary point of contact with Metro’s COTR/Project Manager for the contract.

The ProSidian Learning Innovation Design Consulting Team will leverage relevant professional achievements, relevant experience (with a preference for transit, organizational change and productivity experience), their professional qualifications, resumes, certifications, and relevant skills to deliver the following:

Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.

Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats—including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.

Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick’s Four Levels. Deliverables will include analyses of leaner behavior and user experience data.

Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.

Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.

Qualifications

Desired Qualifications For Lead Instructional Systems Designer (ISD) / Project Manager | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0009008] (WMATA0009008) Candidates:

8+ years in instructional systems design, workforce development, or training program management; proven leadership in transportation or safety-based environments.. Minimum Qualifications:

Master’s degree in Instructional Design, Education, or related field

7+ years of experience in instructional systems design

4+ years of experience in project management and stakeholder communication

2+ years of experience leading a team

Proficiency in ADDIE methodology

Familiarity with adult learning theory and instructional technologies

Proficiency in Adobe Captivate (Classic and/or New version)

Experience with technical training programs

Knowledge and experience with Web Content Accessibility Guidelines (WCAG) version 2.2

Experience holding working sessions with executives and senior leadership

Experience designing multi-week training programs for new employees

Preferred Qualifications:

Ancillary Details Of The Roles

• Serves as both instructional lead and contract manager ensuring adherence to contract and performance standards.. The ProSidian Learning Innovation Design Consultants shall provide:
• All hardware required for the performance of the scope of work; and
• Proper licenses and license codes along with hardware keys for required software (namely Microsoft Suite and Adobe Creative Cloud, including Captivate (old and new versions))
• Consultant resources engaged during this project must have taken the relevant recommended training courses or have equivalent knowledge and experience; and
• The ProSidian Learning Innovation Design Consultants agree to cooperate in good faith to complete the services and deliverables in a timely and professional manner.
• The ProSidian Learning Innovation Design Consulting Team will submit all required deliverables, as outlined in this Statement of Work (SOW), to The Client’s COTR/Project Manager for review and approval. The Client will evaluate each deliverable to determine whether it meets the criteria established in this agreement and adheres to relevant procedures. Once a deliverable is reviewed and found to meet these standards, it will be deemed accepted.
• Progress Reporting
• Minimum of weekly check-in meetings with The Client’s COTR/Project Manager
• Minimum of bi-weekly draft update emails for The Client’s COTR/Project Manager to send to stakeholders
• Minimum of monthly written status reports with updated project plans and Gantt charts each month
• Final project close-out documentation and handoff or transition out documentation
• The Client will provide The ProSidian Learning Innovation Design Consulting Teams with:
• Existing policies and procedures, and other related documentation;
• Access from IT to exchange deliverables, data and materials in the performance of this Contract;
• Necessary training required to access The Client facilities or locations; and
• SMEs for scheduled workshop sessions.
• The Client shall be responsible for providing escorts, coordinating access to facilities, and providing all The Client personnel required to support Consultants in the performance of their duties.
