Requirements
  • A bachelor's degree in a related or relevant field is encouraged.
  • At least five years of project management experience is required.
  • Experience in nonprofit organizations is a plus.
  • Ability to confidently host, facilitate, and present to large groups, with strong public speaking skills preferred.
  • Knowledge of setting up and operating projectors, screens, microphones, and other audiovisual equipment is a plus.
  • High interpersonal and ethical skills are required to handle sensitive and confidential situations and documentation.
  • Strong verbal and written communication skills with attention to detail in composing and editing materials are required.
  • Ability to work independently, manage multiple projects and deadlines, and proactively identify and complete tasks is required.
  • Ability to collaborate on informal and formal team-based projects is required.
  • Comfort using human resources databases and systems is required.
  • Proficiency with Google Suite, including Sheets, Docs, and Slides, is required.
Responsibilities
  • Assess the target population's workforce readiness, digital literacy, technology access, skills gaps, employment barriers, and career interests.
  • Evaluate existing workforce programs, resources, infrastructure, credentials, and supportive services.
  • Engage partners, employers, and prospective participants to identify local workforce needs and high-demand career pathways.
  • Use assessment findings to shape program design, recruitment, training, employer partnerships, and measurable outcomes.
  • Define objectives for the Career Navigators workforce development program, including career readiness, digital skills, occupational training, credential attainment, and pathways to sustainable employment and career advancement.
  • Establish measurable outcomes and key performance indicators for enrollment, skill development, training completion, credentials, employment placement, and retention.
  • Collaborate with community partners, local organizations, and government agencies.
  • Build relationships with potential funders and sponsors.
  • Develop the program budget, including staffing, materials, and technology.
  • Allocate resources to meet program goals.
  • Create a structured curriculum covering career readiness, essential digital skills, occupational training, and professional development.
  • Adapt content to address the target audience's needs, skill gaps, and targeted career pathways.
  • Recruit and train Career Navigators or instructors.
  • Ensure Career Navigators and instructors have expertise in digital literacy and teaching.
  • Develop marketing and outreach strategies to attract program participants.
  • Handle enrollment and registration processes.
  • Create and coordinate schedules for workforce development training, career readiness sessions, digital skills classes, workshops, and employer-focused activities.
  • Ensure scheduling is flexible and accessible for participants, instructors, employers, and community partners.
  • Implement data collection and assessment mechanisms to track progress.
  • Review program performance against key performance indicators.
  • Use evaluation results to adjust and improve the program.
  • Stay current with digital trends, employer needs, industry demands, and emerging career pathways, and update curriculum and training as needed.
  • Supervise and support Career Navigators and internal and external program staff.
  • Conduct regular performance evaluations and provide feedback.
  • Prepare regular reports for stakeholders, funders, and partners.
  • Maintain accurate records of program activities and outcomes.
  • Address issues and challenges arising during program planning and implementation.
  • Develop solutions to ensure program success.
  • Ensure the program maintains high-quality standards in curriculum and teaching.
  • Seek participant feedback and make necessary adjustments.
  • Explore opportunities for program expansion or replication in other communities.
  • Secure long-term funding and support for program sustainability.
  • Ensure the program adheres to relevant laws and regulations.
  • Address legal or compliance issues as they arise.
  • Promote the program's success and impact through public relations efforts.
  • Advocate for digital literacy, workforce development, career readiness, and equitable access to employment and career advancement opportunities at community and policy levels.
Desired Qualifications
  • PMP certification is encouraged.
  • Experience in nonprofit organizations is a plus.
  • Strong public speaking skills are preferred.
  • Knowledge of audiovisual equipment operation is a plus.

Baltimore Youth Are Turning Under Armour Samples Into Bags For The City’S Unhoused Population

Digital Harbor Foundation’s (DHF) tech center opened in Federal Hill in 2013 as a space for Baltimore’s youth to explore STEM opportunities.The center is led by Robert Moore, also known as “Mr. Rob” by many of the youth who frequent the center. Moore said his title as director of the center depends on who you ask. There has been some reorganization within DHF, and he said technically his title is still manager.
