Requirements
  • Typically holds a Master’s Degree in chemical engineering or post-graduate Process Safety qualification.
  • Chartered status preferred.
  • Experience working for engineering/client organisations in the oil and gas and new energy industry.
  • Exposure to consultancy, FEED / detailed design and Engineering, Procurement and Construction (EPC) projects.
  • Knowledge of applicable international and industry specifications, standards and codes.
  • Knowledge of safety and quality procedures and best practices.
  • Experience of managing Risk Analysis, including QRA, FERA, EERA, ESSA, RAM, Flare/Vent Studies.
  • Hands-on experience running process safety software such as PHAST, Flaresim, RAM Maros, etc.
  • Human Factors engineering design implementation experience.
  • Experience of United Kingdom safety case and COMAH requirements.
Responsibilities
  • Lead and oversee safety engineering activities across Front End Engineering Design and Detail Design projects.
  • Support the preparation of the Process Safety Technical Design Report and execute allocated tasks within the requirements of the project execution plan and Technical Design Report.
  • Identify and resolve discrepancies and divergences from the original proposal or contract.
  • Be responsible for the project schedule and manpower budget.
  • Prepare monthly and weekly progress reports.
  • Support the proposal team in the bidding process.
  • Ensure compliance with Kent’s ISO accredited Quality Management System and project-specific procedures, guides and standards.
  • Prepare and provide expert guidance on process safety, fire safety, and risk management to other engineering disciplines.
  • Review and approve deliverables prepared by other Process Safety Engineers.
  • Be accountable for the quality of Process Safety deliverables.
  • Support and supervise task delegation to the team.
  • Review inter-discipline engineering (IDC) documents.
  • Participate in audits and incident investigations as required.
  • Ensure that all project Health, Safety and Environmental policies are complied with.
  • Ensure that design meets all Process Safety requirements and maintains risks to as low as reasonably practicable.
  • Achieve project completion to the project specifications on schedule.
  • Provide process safety manhours and schedule inputs to the proposal manager.
  • Facilitate and participate in project Hazard Identification, Hazard and Operability studies, Safety Integrity Level studies, and other safety workshops as required, including coordinating these studies and other HSE workshops.
  • Prepare and review safety studies reports such as FERA, QRA, ESSA, RAM, etc.
  • Coordinate with other Kent offices to manage process safety and loss prevention deliverables.
  • Manage external HSE consultants in delivering engineering and HSE workshops.
  • Prepare tender bid evaluations and assess bids for procured fire and safety equipment; participate in vendor meetings.
  • Review third-party HSE studies such as QRA, FERA, EERA, etc., as required.
  • Perform safety studies calculations using PHAST, Flaresim, FRED, etc., as required.
  • Experience in fire protection and engineering design, including the review and preparation of Fire Water P&IDs, Fire Water demand calculations, passive fire protection studies and drawings, and preparation of fire and gas detection layouts, safety equipment layouts, and safety signage.
  • Ensure compliance with relevant safety regulations, standards, and industry best practices.
  • Demonstrate expert knowledge of the fundamentals of Technical Safety engineering methodologies, software systems, and design practices as they relate to FEED, Detail Design, Construction, Commissioning, and plant Start-up.
  • Be responsible for personal training and development in consultation with the Process group manager.
  • Perform other ad-hoc tasks as needed or directed by the supervisor or management within the reasonable scope of the employee's skills, capabilities, and role.
